Description/Analysis
Issue Detail: On July 26, 2024, a fire broke out in the Colonial Heights Library's community kitchen.
Most of the fire damage was contained in the community room and kitchen; however, the remainder of the library sustained significant smoke damage. BELFOR Property Restoration (BELFOR) was contracted to 1) secure the site and remove all damaged materials, 2) provide design build services and prepare construction documents for repairs, 3) perform necessary construction to restore the area to its pre-fire state. The Department of Public Works set up an emergency contract (2024-1328) with BELFOR for the emergency repairs. Initial work included removal of fire-damaged materials and equipment, decontamination of affected areas, and reinstalling materials. The remaining work involves reconstruction of community room and kitchenette, including replacement of drywall, paint, ceiling, lighting, receptacles, cabinetry and flooring.

Policy Considerations: The recommendations in this report to ratify the emergency construction contract already entered and executed with BELFOR are in accordance with the provisions of City Code Chapter 3.56.260.
Economic Impacts: The recommended Contract Amendment is expected to create 5.85 jobs (3.71 direct jobs and 2.13 jobs through indirect and induced activities) and create $771,639in total economic output ($494,641 of direct output and another $276,998 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one- year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the repair of an existing structure with no expansion beyond the previously existing level of use and are therefore considered to be an exempt project or activity in accordance with Section 15301 of the CEQA Guidelines.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Due to the nature of the incident and the fire damage to the building, the Facilities & Real Property Management (FRPM) Division of Public Works determined that the best option to quickly make the building safe and start the repair process was to utilize BELFOR Property Restoration. FRPM retained BELFOR for mitigation, demolition, and cleanup services due to the emergency nature of the situation. Working with Risk Management and the City’s property insurer, BELFOR was selected to carry out the restorations because they initially provided mitigation, cleanup, and demolition services.
The City’s property insurer, and BELFOR have agreed upon the cost and scope of work for the restoration. As a result of the emergency event and the extent of the damage, the City entered into an emergency contract with BELFOR Property Restoration, Contract 2024-1328, to complete the Colonial Heights Library Fire Damage project. Change Order No. 1 is necessary to complete the remaining work and return the Library to its pre-fire condition.
Financial Considerations: Sufficient funding is available (Measure U Fund, Fund 2401) in the City
File ID: 2025-01642 10/21/2025
Facility Reinvestment Program (C13900000) to execute the change order. Additionally, the City’s property insurance carrier has approved the approximately $1 million cost to repair the facility, less the City insurance deductible of $100,000. Once received, the insurance funding will be transferred to the City Facility Reinvestment Program (C13900000) to defray expenses incurred by Measure U.
Local Business Enterprise (LBE): BELFOR Property Restoration is not an LBE. The minimum LBE participation requirement is waived as this was an Emergency Contract, and the City utilized an alternate procurement method to select a vendor.
