INSPECTION SUMMARY
The U.S. Army Corps of Engineers, Sacramento District (SPK), performed an inspection of the American River Flood Control District (FCD) - Dry Cr, Natomas East Main Drainage Canal (NEMDC), Arcade Cr levee system in February 2023. The following summarizes the contents of the inspection report package, project authorization, scope of the inspection, weather and river conditions, inspection team composition, information provided by sponsor/maintainer, identified data gaps, sponsor and maintainer participation, terminology, and limitations.

PROJECT BACKGROUND AND AUTHORIZATION
The American River FCD - Dry Cr, NEMDC, Arcade Cr levee system is a portion of the Sacramento River Flood Control Project (SRFCP). The SRFCP is a large-scale project authorized by the Flood Control Act of 1917 as modified by the Acts of 1928, 1937, and 1941. Additional work on the levee system was authorized by 102nd Congress, H.R. 5504 in Section 9159 of the Department of Defense Appropriations Act of 1993 (Public Law 102-396), approved on October 6, 1992. The following operations and maintenance (O&M) manuals pertain to this levee system:
• Standard O&M Manual for the SRFCP, dated May 1955.
• Supplement to Standard, O&M Manual, SRFCP Unit No. 118 Pt. 2, N. Levee American River, E. Levee Natomas Canal, Both Levees Arcade Creek, S. Levee Linda Creek, & Magpie Creek Diversion Channel, revised January 28, 2023.

waters in Natomas East Canal, Arcade Creek, Linda Creek, and Magpie Creek Diversion Channel. In addition to the urban population, key infrastructure with property values estimated in the billions of dollars are present within the leveed area. The Central Valley Flood Protection Board (CVFPB) and Sacramento Area Flood Control Agency (SAFCA) are the non-Federal sponsors and are the responsible agency for O&M of the levee system. American River Flood Control District (ARFCD) and California Department of Water Resources (CA DWR) performs many O&M activities on behalf of the CVFPB and SAFCA (referred to as the maintaining agency). SPK performed a Risk Assessment on this levee system in 2016, the risk classification was determined to be “high”.

SCOPE OF INSPECTION
A formal levee inspection was performed on the American River FCD - Dry Cr, NEMDC, Arcade Cr levee system located in Del Paso Heights of Sacramento County, California.

The inspection was limited to the congressionally authorized project. The congressionally authorized project does not have interior drainage or pump station features. Table 1 lists the individual levee segment, segment mileage, and the inspection dates.

WEATHER AND RIVER CONDITIONS DURING INSPECTION
The inspection was performed in the winter of 2023. Skies were cloudy with partial rain and the temperatures ranged from a high of 63 and low of 48 degrees Fahrenheit.

The O&M Manual (2023) for this levee system uses two (2) river gauges to define “flood” or “high water period”. Table 2 summarizes the river stage and flood stage at the two gauges. The river stage is the average water surface elevation of the river at the gauge on the dates of the inspection. The monitor stage is the water surface elevation of the river at the gauge during a "flood" or "high water period”. Vertical elevations are reported in North American Vertical Datum of 1988 (NAVD88). The following documentation and information were provided by the sponsor and/or maintaining agency prior to the start of the inspection:
• The Levee Log dated March 06, 2022.
• List of permits for encroachments within the vicinity of the levee system. The Sponsor indicated there were no current enforcement cases or project authorizations pending at the time this information was provided. • List of utility crossings through or under the levee embankment. • Access to the California Department of Water Resources Utility Crossing Inventory Program Database Map Viewer was granted to SPK to provide additional information on utility crossings.
• Access to the CVFPB’s Parcel Viewer website was granted to SPK to provide information of project easements.
• Video inspection information was provided for some culverts/pipes crossing the levee.
• ARFCD Rodent Abatement Program.
• City of Sacramento Standard Operating Procedure for UPRR RR0 closure structure.

IDENTIFIED DATA GAPS
The following identifies known data gaps in the levee system’s documentation:
• No recent survey information (for use in comparing design heights) was provided.

TERMINOLOGY
Unacceptable conditions that are expected to have a negative impact on performance (NIOP) during the next flood event are rated Unacceptable and include "NIOP" in the beginning of the item’s caption and description field.

LIMITATIONS AND CHALLENGES
The purpose of this levee inspection is to verify proper operation and maintenance, evaluate operational adequacy and structural stability, identify features to monitor over time and improve the ability to communicate the overall condition. No portion of this report shall be used as a basis for final design or construction, and this report shall not be used as a basis to develop any final cost estimates associated with repairs, modifications, or alterations to levees or associated areas.

The results, discussions, suggestions, recommendations, and conclusions presented in this report are professional opinions based solely on the inspection team’s review of readily available information and the field inspection performed in February 2023.

The CVFPB’s Parcel Viewer provided information on general extents of the project easement, however exact boundaries are not known. The inspection team inspected the levee embankment to within 15 feet of the waterside and landside levee toes.

The inspection team identified unacceptable conditions as part of this inspection. Trees, brush, and thick woody vegetation that were observed along significant portions of the levee embankments. Sod cover was up to 100 percent missing over significant reaches of the levees, with rills often greater than 3 inches observed. Many unauthorized encroachments were observed. There is a significant transient population on or near the levee slopes with tents, furniture, and miscellaneous debris. No video inspection records are available for multiple pipes and utilities crossing the levees. Several large diameter depressions up to 8 inches deep were observed throughout the levee system. Series of ruts over 6 inches were observed on the WS toe patrol road. Observable riprap was in mostly acceptable condition with some minor displacement and obscuration from vegetation.

The levee has been recently mowed. The vegetation-free zone extends 15 feet from both the landside and riverside toes of the levee to the centerline of the tree. If the levee access easement doesn't extend to the described limits, then the vegetation-free zone must be maintained to the easement limits. Reference EP 1110-2-18 and other relevant Corps policy.

A Toe drainage systems and pressure relief wells necessary for maintaining levee segment / system stability during high water functioned properly during the last flood event and no sediment is observed in horizontal system (if applicable). Nothing is observed which would indicate that the drainage systems won't function properly during the next flood, and maintenance records indicate regular cleaning. Wells have been pumped tested within the past 5 years and documentation is provided.

M Toe drainage systems or pressure relief wells are physically damaged or are experiencing some clogging or performance losses as evidenced by performance data, pumping tests, or observation. The performance losses are not expected to significantly affect floodwall performance during full loading. Wells have been pump tested, drainage systems have been inspected within the past 5 years, and documentation is provided.

An engineering determination, based upon visual inspection and supplemental information, concluded there are other unacceptable conditions that require action but are not expected to have a negative impact on performance in the Vegetation Growth, Sod Cover, Depressions/Rutting, and Erosion/Bank Caving Rated Item categories (these observations are rated "Unacceptable" and do not include "NIOP" in the item description). USACE last performed an inspection of this levee segment in 2009.

Levee System Inspection Summary:

The inspection team identified unacceptable conditions as part of this inspection. Trees, brush, and thick woody vegetation that were observed along significant portions of the levee embankments. Sod cover was up to 100 percent missing over significant reaches of the levees, with rills often greater than 3 inches observed. Many unauthorized encroachments were observed. There is a significant transient population on or near the levee slopes with tents, furniture, and miscellaneous debris. No video inspection records are available for multiple pipes and utilities crossing the levees. Several large diameter depressions up to 8 inches deep were observed throughout the levee system. Series of ruts over 6 inches were observed on the WS toe patrol road. Observable riprap was in mostly acceptable condition with some minor displacement and obscuration from vegetation.

Vault bolted shut. Pipe sleeves with capped ends
were installed through the WS wall of the siphon
breaker vault and through the outfall structure wall
