Description/Analysis
Issue Detail: This report requests City Council authorization for the Interim City Manager or designee to execute Supplemental Agreement No. 11 to City Agreement No. 2015-1888 with Downtown Sacramento Partnership in an amount not to exceed $125,000 for a new total contract not to exceed amount of $6,972,200. This supplement provides for the production of a New Years Eve event on December 31, 2025, in the Old Sacramento Historic District (“District”). Downtown Sacramento Partnership has been providing management services for the District since 2015 through City Agreement No. 2015-1888, and Supplemental Agreements Nos. 1 through 10.
Policy Considerations: The proposed action supports the City’s Central City Community Plan Goals CC.LUP 1-7 to improve the physical and social conditions, urban aesthetics, and general safety of the Central Business District and Old Sacramento.
Economic Impacts: The New Year’s Eve celebration in the District is both a Sacramento tradition and an important economic driver for the businesses in the District. The return of the fireworks to the

Old Sacramento Waterfront on December 31, 2024 brought 32,910 people to the District representing a 62% increase over the 20,310 visits on New Years Eve 2023 (without firework programming). This represents the busiest single day of the year in Old Sacramento. Programming attracted guests from every zip code within the City of Sacramento (all 8 City Council Districts represented), with 40% of guests originating from outside of Sacramento County, thus attracting out-of-market spending into the local economy. Businesses reported increases in sales that ranged from 19% to 320% compared with the previous year. The Delta King was sold out and its restaurant was at full capacity.
Environmental Considerations: Administrative activities that will not result in direct or indirect physical changes in the environment do not constitute a “project” and are exempt from CEQA pursuant to CEQA Guidelines, Section 15378(b)(5).
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Through City Agreement No. 2015-1888 Downtown Sacramento Partnership currently provides maintenance, management, and security services in the District. In addition, DSP produces events within, and provides marketing of, the District. Holiday activities include the multi-week Theater of Lights, as well as seasonal décor, and the annual Christmas tree.
In 2024 DSP collaborated with Sol Collective to produce a New Years Eve event in the District with an attendance of nearly 32,000. For 2025, DSP will once again work with partners to produce this family friendly event, which will include live entertainment, activities, and a fireworks display.
Financial Considerations: Supplemental Agreement No. 11 to City Agreement No. 2015-1888 will increase the current contract amount of $125,000 for a new total contract not to exceed amount of $6,972,200. Sufficient funding is available (Community Center Fund, Fund 6010) in the Fiscal Year (FY) 2025/26 Approved Operating Budgets for the Convention and Cultural Services Department to execute Supplemental Agreement No. 11 to City Agreement No. 2015-1888.
Local Business Enterprise (LBE): Not applicable.
