Description/Analysis
Issue Detail: On January 30, 2023, the State of California issued a Notice of Funding Availability (NOFA) for the Strategic Growth Council’s Affordable Housing and Sustainable Communities (AHSC) program. The AHSC Program provides grants and affordable housing loans for compact transit-oriented development, along with related infrastructure projects to support the housing and reduce greenhouse gas emissions. The BRIDGE Housing Corporation worked with City Public Works staff to identify eligible transportation projects to include as part of the grant application. On March 24, 2023, the City Council gave support for the BRIDGE Housing Corporation’s AHSC grant application, including the request for funding for transportation infrastructure improvements, and executed an Agreement between BRIDGE Housing Corporation and the City to cooperate to deliver their respective commitments to the grant. As part of this Agreement, Bridge Housing Corporation
File ID: 2025-01600 11/18/2025
applied for grant funds from the AHSC Program for: (A) the construction of the affordable housing project located generally at 440, 490, and 492 Arden Way; (B) the construction of sustainable transportation infrastructure to be implemented by the City of Sacramento, including a Woodlake Park accessible sidewalk and 7,000 linear feet of alley improvements in the Dixieanne neighborhood; and (C) the construction of specific transportation-related improvements to be implemented by other parties.
The Dixieanne neighborhood is one of the most disadvantaged communities in the state, with a California Healthy Places Index in the 2nd percentile. Many of the alleys in the neighborhood have been gated by the City in response to concerns about illegal dumping and criminal activity, leaving behind a series of abandoned and blighted corridors behind homes. Due to the narrow widths of streets, the City has been unable to expand bicycle infrastructure in and around the Dixieanne neighborhood. By rehabilitating the alleys, residents will be able to utilize the reactivated space for low-stress pedestrian and bicycle travel.
With construction completed in Spring 2025, the Dixieanne Clean and Green Alleys Project (“Phase 1”) successfully rehabilitated 3,000 linear feet of unimproved alleys in the Dixieanne neighborhood.
Rehabilitation work included the clearing of overgrown vegetation, installing interlocking permeable pavers, low-impact stormwater management, installation of public art, repairing residential fences along the alleys and planting shade trees in private yards. Five alleys within the Dixieanne neighborhood were rehabilitated including:
· Oakmont Street/Cambridge Street Alley between Dixieanne Avenue and Calvados Avenue · Cambridge Street/Beaumont Street Alley between Dixieanne Avenue and Calvados Avenue · Beaumont Street/Empress Street Alley between Dixieanne Avenue and Calvados Avenue · Boxwood Street/Erickson Street Alley between Dixieanne Avenue and Calvados Avenue With the Dixieanne Alleyways Improvements Project - Phase 2, the City will improve an additional 4,000 linear feet of alleyways to fulfill the obligation of a total of 7,000 linear feet of alleyway improvements in the Dixieanne neighborhood. Efforts will be made to connect the neighborhood to transit stops, local services and local stores as well as to provide connections from Arden Way to Del Paso Boulevard where possible.
The establishment of a Capital Improvement Project (CIP) and the transfer of funds from the Dixieanne Clean & Green Alleys Project (T15235100) are necessary to begin and complete preliminary engineering and final design.
Policy Considerations: The actions requested herein are consistent with the City 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users.
The project creates a finer-grained network of walking and bicycle connections; increases bicycling and walking (M-1.11); prioritizes walkability (M-1.13); removes barriers to walking (M-1.16); improves
File ID: 2025-01600 11/18/2025
bicycle connectivity (M-1.17); improves bicycle safety (M-1.18) and walking safety (M-1.19).
Economic Impacts: None
Environmental Considerations: California Environmental Quality Act (CEQA): This action involves finance and budgeting for future proposed activity. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA and is not subject to environmental review at this point. The action involves creation of government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. CEQA Guidelines section 15378(b)(4); 15060(c)(3).
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action and Adaptation Plan includes several implementation measures to reduce vehicle trips. The project would provide low-stress bikeways within neighborhoods (TR-1.1); provide low-stress pedestrian connections (TR-1.2); and provide low- stress connectivity to transit stops (TR-2.10). These actions will reduce greenhouse gas emissions; help improve local air quality and provide equity to an historically underserved neighborhood.
Commission/Committee Action: None.
Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and transfer the funds necessary to complete preliminary engineering and final design.
Financial Considerations: The estimated cost for preliminary engineering and final design for the Dixieanne Alleys Improvements - Phase 2 (T15265000) is $700,000. With the transfer of $700,000 (General Fund, Fund 1001) from the expenditure budget of the Dixieanne Clean and Green Alleys Project (T15235100), there will be sufficient funding to complete preliminary engineering and final design for the Dixieanne Alleyways Improvements Project - Phase 2 (T15265000).
The Dixieanne Clean and Green Alleys Project (Phase 1) (T15235100) has completed construction and has a remaining balance of $700,000. There are sufficient funds remaining in the Dixieanne Clean and Green Alleys Project (T15235100) to complete the transfer to the Dixieanne Alleys Improvements - Phase 2 (T15265000).
