Description/Analysis
Issue Detail: The City of Sacramento completed preliminary design and environmental clearance for the Franklin Boulevard Complete Street Project (T15165500), which proposes a lane reduction and active transportation improvements along the entire corridor from Sutterville Road to 38th Avenue.
The segments between Sutterville Road and 32nd Avenue are fully funded as “Phases 1 and 2”, and are currently under construction. The “Phase 3” project, between 32nd Avenue and the city/county limits near 38th Avenue, is the final phase of the larger corridor vision. On June 24, 2025 (Resolution 2025-0190), City Council approved the establishment of a new Capital Improvement Project for the Franklin Boulevard Complete Street Phase 3 Project (T15255600), and approved budgetary adjustments to allow for the project to proceed with the final design phase.
In making recent budget adjustments to transfer block grant funding from the Franklin Boulevard Complete Street Project (T15165500), the previous staff report and adopted resolution erroneously omitted key revenue language necessary to allow for the needed budgetary actions. This report is intended to make the following correction:
§ Resolution No. 2025-0190 Section 4 increased the expenditure budget of the Franklin Boulevard Complete Street Phase 3 project (T15255600) by transferring $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500). Upon further review, staff determined that action should have been to increase the revenue and expenditure budget of the Franklin Boulevard Complete Street Phase 3 Project (T15255600) by transferring $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500).
The adopted resolution also authorized the Interim City Manager or designee to establish the new Capital Improvement Project, authorize other budgetary actions, awarded a professional services agreement to Bennett Engineering Services, Inc., and authorized the execution of a professional service agreement. The authority to execute those actions remains unchanged. Nonetheless, since the prior resolution is being rescinded, the resolution replacing the prior resolution will reaffirm the previous award of a professional services agreement and ratify the interim City Manager or designee’s signature since the professional services agreement has already been signed.
Consequently, except as otherwise amended as outlined in this staff report, all other provisions of Resolution No. 2025-0190 shall remain in full force and effect.
Policy Considerations: Not applicable.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is exempt from CEQA review. CEQA Guidelines section 15378(b)(5); 15060(c)(3).
File ID: 2025-01620 11/18/2025
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: City Council approval is needed to correct the budgetary language within the adopted resolution.
Financial Considerations: This action would align the Block Grant budget (Fund 2700) in the Franklin Boulevard Complete Street Phase 3 Project (T15255600), to increase the revenue budget by transferring $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500).
Local Business Enterprise (LBE): Not applicable.
