Description/Analysis
Issue Detail: In September 2024, the Department of Community Response (“DCR”) was awarded Encampment Resolution Funding (“ERF”) from the State of California’s Interagency Council on Homelessness (“Cal ICH”), now administered by the department of Housing and Community Development (“HCD”). The submitted ERF application focused on reducing the effects of unsheltered homelessness on the Sacramento Northern Bike Trail via enhanced outreach and the expansion of the Roseville Road Campus (“RRC”), improving the unutilized northern section of the Campus.

On December 10, 2024, Council voted to suspend competitive bidding in favor of issuing a Request for Proposals (RFP) for RRC operations, and on January 9, 2025, DCR released an RFP for both the northern and southern sides of RRC operations (P25231021005). On April 29, 2025, a contract was awarded to First Step Communities for operations of the original RRC site (“RRC South”).

This Council report seeks approval for the operations of the northern section of the Roseville Road Campus (“RRC North”), through December 31, 2026. DCR received three (3) proposals in response to the RRC Operations RFP, and after a thorough review, the panel selected The Gathering Inn (“TGI”) to operate RRC North. The panelists were asked to score proposals based upon the following

criteria categories outlined in the RFP:
· Qualifications Summary and Organization History - Does the applicant clearly explain their qualifications in operating a shelter, “safe grounds,” “safe parking,” pallet-home site or any other interim housing facility that provides overnight shelter or respite to individuals experiencing homelessness? Are their previous operations specific to providing support for those unhoused, including providing services and support for people who may be suffering from mental health issues, substance abuse issues and/or fleeing domestic violence? · Capacity - Does the applicant describe the staffing plan for proposed services? Are all key staff identified, including background and experience? Is there a plan for security? Is the staffto-client ratio appropriate? Can the staffing plan support 24/7 operations? · Service Approach - Are services client centered, trauma informed, and do they integrate harm reduction practices? Do services directly support the goal of stabilization and rehousing? Is case management provided, and does it facilitate a connection to mainstream and community-based services that improve health, income and advancement toward housing placement and ongoing stability?
· Outcomes and Impact - Are measurable program objectives and outcomes explained in the proposal? Does the applicant demonstrate an ability to abide by a 35% positive exit rate and to positively exit individuals within 90 days?
· Budget and Budget Justification - Is the budget appropriate given the amount of people served? Does the budget justification justify funds requested? As one of two primary service providers on the campus, TGI will play a lead role in cultivating a collaborative and safe environment and culture throughout the campus. Additionally, TGI is solely responsible for maintaining a safe environment within areas that are primarily under TGI control.

RRC North will be operational 24/7 and will include 100 cabins. Pets are allowed and limited to 50% of available units; 2 pets maximum per unit.

Entry into RRC North is limited to individuals currently experiencing unsheltered homelessness within the vicinity of the Sacramento Northern Bike Trail, via direct referral from DCR. Walk up and selfreferrals are not allowed.

Upon entrance to RRC North and enrollment into the program, individuals are provided with supportive items, such as clothing, blankets or personal care items, as needed. The program provides two meals per day, case management, and linkages to both social services and housing navigation to ensure the success of participants in the program. include providing a safe space to stay overnight, introducing guests to the Continuum of Care and assisting them with enrollment into mainstream services, and triage into appropriate shelter and housing programs in the community.
