Description/Analysis
Issue Detail: On July 1, 2023, the City executed Contract No. PRC002432 with MyNP.com Nursing Corporation (MyNP) to provide non-industrial medical services for City employees and job applicants.
These services include medical evaluations, drug and alcohol testing, and other occupational health- related services. The contract also supports the City’s Urban Search and Rescue (US&R) California Task Force 7 program by providing wellness and medical examinations required under federal readiness guidelines.
To ensure continued delivery of these essential services and compliance with updated federal requirements, a supplemental agreement is proposed to incorporate the US&R Additional Federal Terms. These federal terms introduce provisions related to nondiscrimination, drug-free workplace standards, environmental compliance, whistleblower protections, contract work hours, and telecommunications security in accordance with the John S. McCain National Defense Authorization Act of 2019. Adoption of these terms will ensure the City remains eligible for federal reimbursement and participation in the US&R Readiness Cooperative Agreement administered by the U.S.

Department of Homeland Security (DHS).
The contract was originally approved with a not-to-exceed (NTE) amount of $150,000 and is utilized by the City’s Fire and Police Departments. As of September 17, 2025, expenditures total $105,911, leaving a remaining balance of $66,203.
Given the continued demand for services and approximately three years remaining on the contract, the current NTE will be exceeded. To address this, an increase of $300,000 is proposed, bringing the total NTE to $450,000. This adjustment is expected to fund services through the remainder of the contract term, which expires on June 30, 2028.
Policy Considerations: Council approval is required to execute agreements for services if the amount to be expended under each such agreement is $250,000 or more. This recommendation is consistent with City Code section 3.56 and in accordance with Procurement Policy Number AP-4101 Section 1.1(b).
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report contains administrative activities that will not have a significant effect on the environment and that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Sections 15061(b)(3) and 15378(b)(2).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Medical and wellness evaluations are essential to maintaining workforce health and ensuring compliance with occupational safety and federal readiness standards.
Incorporating the US&R Additional Federal Terms ensures the City remains in compliance with DHS requirements for the US&R Cooperative Agreement. The proposed amendment supports continuity of service, federal compliance, and uninterrupted medical support for City employees and first responders.
Financial Considerations: The estimated total not-to-exceed amount for the entire contract, including all supplemental contracts, of $450,000 will be funded by the Human Resources Department. Funding was previously authorized by Council for this purpose.
Local Business Enterprise (LBE): Not applicable.
