Description/Analysis
Issue Detail: This project proposes installing a signalized pedestrian crossing at Arena Boulevard adjacent to the Natomas East Drainage Canal. The Jackrabbit Trail is a four mile long north-south multi-use trail (Class 1 bike path) that runs adjacent to the Natomas East Drainage Canal. North Natomas Jibe, a non-profit organization, has partnered with the City to provide funding for a signalized crosswalk at the intersection of the trail with Arena Boulevard and enhancing the safety at the median. This is part of a series of connectivity projects to enhance the Jackrabbit Trail that North Natomas Jibe has partnered with the City to deliver.
The project is funded by North Natomas Jibe, the California Natural Resource Agency, and local transportation funds from the Active Transportation Program. Both North Natomas Jibe and Reclamation District 1000 have been consulted during the development of the construction plans and have approved the plans.
Final design plans and specifications for Jackrabbit Trail Signalized Crossing at Arena Boulevard Project (“Project”) have been completed.
Policy Considerations: The Project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The Project promotes the development of a connected network (General Plan ERC 2.1.2), connections to other trails (General Plan ERC 2.4.3), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The Project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces.
Economic Impacts: This new infrastructure project is expected to create 3.29 total jobs (1.89 direct jobs and 1.40 jobs through indirect and induced actives) and create $507,327 in total economic output ($319,772 of direct output and another $187,555 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations: California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that Jackrabbit Trail Signalized Crossing at Arena Boulevard Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Categorical Exemption-State Class 1 & 3 and Section Number(s) 15301(c) and 15304(h).
Section 15301(c) The project consists of the operation, repair and minor alteration of existing public facilities, mechanical equipment, and topographical features including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. Section 15304(h) The project consists of the creation of bicycle lanes on existing rights-of-way and Statutory Exemption 21080.25 (b)(1) which consists of pedestrian and bicycle facilities, including new facilities. For purposes of this paragraph, “bicycle facilities” include but are not limited to bicycle parking, bicycle sharing facilities and bikeways as defined in Section 890.4 of the Streets and Highways Code.
Sustainability: The Project is consistent with the City’s General Plan goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contributes towards Sacramento’s climate change goals.
Commission/Committee Action: The Project was reviewed by the Active Transportation Commission on October 19, 2023. The commission requested staff to consider a signalized crossing.
The Project was reviewed by the Disabilities Advisory Commission (DAC) on January 24, 2024, as part of the multi-use trails review.
Rationale for Recommendation: The Project was advertised on August 20, 2025, and bids were received on September 10, 2025. The bids are summarized below:
Contractor Bid Amount LBE Requirement (5%
Minimum Goal)
Central Valley Engineering and Asphalt, Inc. $821,669.00 12.17% Dutch Contracting, Inc. $822,156.00 37.32% (Non-responsive) Frontline General Engineering $881,966.23 0.00% (Non-responsive) FBD Vanguard Construction $941,926.00 14.06%
B&M Builders, Inc. $950,011.00 11.58%
Western Engineering $954,563.00 10.48%
McGuire and Hester $955,421.00 27.00%
Martin Brothers Construction $995,373.00 41.18%
Pro Builders $1,138,760.00 50.65%
File ID: 2025-01720 11/18/2025
The engineer’s estimate was $800,000.
Of the nine bids received, two bidders were non-responsive. Central Valley Engineering and Asphalt, Inc. was the lowest responsive and responsible bidder. It is recommended that the construction contract be awarded to the lowest responsive and responsible bidder, Central Valley Engineering and Asphalt, Inc.
The award of the construction contract and execution of the agreement require City Council approval.
The budgetary adjustments required for the execution of the construction contract also require City Council approval.
Financial Considerations: The estimated total cost to complete the Jackrabbit Trail Signalized Crossing at Arena Boulevard Project (T15225500) is approximately $1.6 million. With the increases in the revenue and expenditure budget of $500,000 (CIP Reimbursable Fund, Fund 3702) and $750,000 transfer from the Active Transportation Program, there will be sufficient funding in the Jackrabbit Trail Signalized Crossing at Arena Boulevard Project (T15225500) to award the construction contract to Central Valley Engineering and Asphalt, Inc. for an amount not-to-exceed $821,669 and cover all remaining project costs.
There are no General Funds currently planned for the construction of this Project.
Local Business Enterprise (LBE): Central Valley Engineering and Asphalt, Inc. is not an LBE but has partnered with one LBE for this project to exceed the minimum LBE participation requirement.
The contract award will comply with the LBE participation requirement goal of 5%.
