2-GovernmentJobs.com, Inc. Supplemental Agreement
Description/Analysis
Issue Detail: On November 20, 2023, the City executed Contract No. PRC002699 with GovernmentJobs.com, Inc., dba NEOGOV (NEOGOV), to continue the Online Application Services Agreement. NEOGOV has served as the City’s online application and recruitment tracking system since 2006.
A competitive bidding process was not conducted for this contract in accordance with Section 3.D.4.b (Single Source Justification) of the City of Sacramento’s Professional Services Policy. Selecting a new vendor would have resulted in significant delays, additional implementation costs, and disruption to ongoing recruitment activities.
Continuation of the City’s online application services is critical to maintaining efficient and effective recruitment and hiring practices. The City currently processes more than 45,000 applications annually through NEOGOV’s online portal. Because NEOGOV is fully integrated into the City’s recruitment and selection operations, transitioning to a new platform would require extensive reimplementation efforts, data migration, software configuration, staff retraining, and would likely cause substantial operational disruptions and additional costs.

The existing contract was approved with a not-to-exceed (NTE) amount of $211,272. To ensure continuity of services, an increase of $147,360 is requested for a one-year extension, bringing the total contract amount above the $250,000 threshold that requires City Council approval.
Policy Considerations: Council approval is required to execute agreements for services if the amount to be expended under each such agreement is $250,000 or more. This recommendation is consistent with City Code section 3.56 and in accordance with Professional Services Procurement Policy Section IV.1.C.1.
Economic Impacts: None.
Environmental Considerations: This report contains administrative activities that will not have a significant effect on the environment and that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Sections 15061(b)(3) and 15378(b)(2).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Extending the NEOGOV contract will ensure uninterrupted delivery of essential online application and recruitment services that support the City’s ability to attract and hire qualified candidates efficiently. The proposed extension provides continuity of operations, avoids costly system transitions, and maintains compliance with City policies and hiring timelines, ensuring the Human Resources Department can continue to meet the City’s workforce needs effectively.
Financial Considerations: Funding for the online application services brought under this supplemental agreement will be paid out of the department operating budget.
Local Business Enterprise (LBE): Not applicable.
