Description/Analysis
Issue Detail: Professional Services Agreements for on-call construction inspection are used to provide for the timely inspection of capital improvement projects, encroachment permits, and private development projects during periods of peak workload. These services include street resurfacing, park improvements, and public utility rehabilitations constructed by various public utility and telecommunications companies. Consultants can provide the services needed on short notice through individual task orders within an on-call agreement. Staff seek to increase the amount of each agreement with HDR Construction Control Corporation, Dewberry Engineers, TRC Engineers, Inc., Mark Thomas and Company, NV5, Inc., Salaber Associates, Inc. and Psomas by $2,500,000 to address unanticipated increases in private development, public utility required maintenance of existing facilities, and the continued 4G/5G small cell and fiber deployments within the city. The existing agreements are set to expire December 31, 2025. Staff are also seeking to extend the time of performance for all agreements to December 31,2027.

Policy Considerations: The action supports sustainable budget goals to address peak workload needs without adding permanent City employees and is consistent with Chapter 3.56 of the Sacramento City Code and existing policy regarding professional services agreements for capital improvement projects.

Any projects subject to these services are required to have gone through appropriate environmental review before construction.

Rationale for Recommendation: Approvals of Supplemental Agreement No. 3 for On-Call Construction Inspection Services with HDR Construction Control Corporation. (Agreement No. 2023- 0681), Supplemental Agreement No. 4 for On-Call Construction Inspection Services with Dewberry Engineers (Agreement No. 2023-0682), Supplemental Agreement No. 3 for On-Call Construction Inspection Services with TRC Engineers, Inc. (Agreement No. 2023-0683), Supplemental Agreement No. 4 for On-Call Construction Inspection Services with Mark Thomas and Company (Agreement No. 2023-0684), Supplemental Agreement No. 3 for On-Call Construction Inspection Services with NV5, Inc. (Agreement No. 2023-0685), Supplemental Agreement No. 5 for On-Call Construction Inspection Services with Salaber Associates, Inc. (Agreement No. 2023-0686), and Supplemental Agreement No. 5 for On-Call Construction Inspection Services with Psomas (Agreement No. 2023-0748) are necessary to provide for continued timely inspection of capital improvement projects, private development projects, and encroachment permits during peak activity.

On-call construction inspection services offer flexible, scalable support to meet the City’s fluctuating inspection demands. This approach ensures consistent service levels by supplementing staff capacity during peak periods, enabling timely inspections to keep pace with the growing demands of both private development and public infrastructure projects across the city.

Financial Considerations: Services received under these supplemental agreements are authorized on a time-and-materials basis by issuing task orders listing the project name, charge code, and budget. Task orders encumbering funds under these agreements will be created based on projects’ needs.

Supplemental Agreements No. 3 increase the authorized not-to-exceed amounts for HDR Construction Control Corporation, TRC Engineers, and NV5, Inc. by $2,500,000, allowing each company a new total not-to-exceed amount of $5,000,000. The aggregate number of task orders for

The aggregate number of task orders for each consultant shall not exceed $5,800,000 for the extended term of the contract (through December 31, 2027).

The costs expended under these agreements will be paid for with development project fees, encroachment permit fees, or capital improvement project funds.
