Description/Analysis
Issue Detail: The City of Sacramento is home to one of the most diverse communities of immigrants in the United States. Since the 1980’s, Sacramento has been a popular destination for Vietnamese immigrants and families, specifically along Stockton Boulevard, due to affordable housing and economic opportunities along the corridor. Sacramento’sLittle Saigon was officially established on February 2, 2010, and is located on the Stockton Boulevard Corridor from Riza Avenue to Fruitridge Road in recognition of the vibrant Vietnamese cultural and economic activities in the area.
The State of California awarded grant funds to the City through Senate Bill 104, Budget Act of 2023,
File ID: 2025-01784 11/18/2025
for various community reinvestment projects within the City. The purpose of the grant funds is to support reinvestment projects that benefit many diverse communities across the City. The projects funded by the program address grant criteria by addressing efforts to enrich and strengthen neighborhoods and communities. The California Natural Resources Agency (CNRA) is the lead state agency overseeing program and administering the grant funds received.
To recognize, activate, and revitalize the community as well as welcome visitors to the cultural experiences, education, restaurants, services, businesses, and community, the City established a capital improvement project, Little Saigon Gateway Monument Project (T15255100) to implement a gateway feature at a location in Sacramento’s Little Saigon community on Stockton Boulevard, between Riza Avenue and 47th Avenue. The City received $1,805,000 in state grant funds through the community reinvestment program to deliver the project. The grant funds will be used to deliver the project including public engagement and outreach, preliminary engineering, design, right-of-way, and construction.
The City conducted a formal, competitive procurement process to retain a qualified professional engineering firm to complete community engagement, preliminary engineering, environmental clearance, and final design for the Little Saigon Gateway Monument Project. The City received one proposal from a responsive and qualified engineering firm and based on the merits of the proposal, staff recommends awarding the professional services agreement to Mark Thomas and Company, Inc.
Approval by the City Council is required to move forward with the execution of the Professional Services Agreement with Mark Thomas and Company, Inc.
Policy Considerations: The Little Saigon Gateway Monument Project is consistent with the City’s 2040 General Plan by incorporating elements of Enhanced City Gateways (General Plan 11-LUP-8.4) and Corridor Revitalization (General Plan 11-SA-LUP-4). The project advances corridor revitalization by enhancing the existing urban fabric and creating distinct visual identity and recognizing cultural heritage as part of the community.
The City will continue to work with local community groups to revitalize South Area corridors by implementing and enhancing the sense of entry at key gateways to the City and use gateway design to strengthen the sense of arrival to communities within the City.
To implement this project consistent with General Plan policies and City standards, professional design services are necessary to address site conditions, coordinate with utilities, and ensure the gateway is durable and reflective of the community’s vibrant cultural identity.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This is an administrative action and not subject to the provisions of California Environmental Quality Act (CEQA). Appropriate CEQA review will take place as part of the project development process.
File ID: 2025-01784 11/18/2025
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: The procurement for professional services was advertised on August 1, 2025, and was received by 35 prospective bidders. On August 25, 2025, the City received one proposal from Mark Thomas and Company, Inc. Based on the merits of the proposal, staff recommends awarding the Professional Services Agreement to Mark Thomas and Company, Inc.
The budgetary transfer of $200,000 in local funds is needed to cover ineligible grant project costs (e.g., some indirect costs). City Council approval is required to proceed with the execution of the Professional Services Agreement with Mark Thomas and Company, Inc. and the budgetary adjustments needed to complete the project.
Financial Considerations: The estimated cost to complete the Little Saigon Gateway Monument Project is approximately $2.1 million. The City has secured about $1.8 million in grant funding from the California Natural Resources Agency to complete community engagement, preliminary engineering, environmental clearance, final design and construction. A $200,000 (General Fund, Fund 1001) transfer from the expenditure budget of the State and Federal Grant Match Project (T15007200) to the Little Saigon Gateway Monument Project (T15255100) is needed pay for the portion of indirect costs not covered by grant funds.
There is sufficient funding within the Little Saigon Gateway Monument Project (T15255100) to execute the professional services agreement with Mark Thomas and Company, Inc. for an amount not to exceed $482,037.
