Description/Analysis
Issue Detail: The Traffic Signal Safety Project will improve safety and connectivity for all modes of travel including motorists, bicyclists, and pedestrians by installing new traffic signals or other safety control devices, signs, and/or markings at nine locations throughout the City. Each of the nine proposed intersections in this project are located near important community services, transit stops, housing, and jobs where access is limited by higher volume/higher speed roadway traffic and the walking distance to the nearest signalized crossing creates a barrier for pedestrians: 1) 16th Street at D Street; 2) Franklin Boulevard at 36th Avenue; 3) Freeport Boulevard at Kitchner Road; 4) Fruitridge Road at 60th Street; 5) Rio Linda Boulevard at Harris Avenue; 6) Stockton Boulevard at 11th Avenue; 7) 24th Street at 25th Street; 8) Munroe Street at Latham Drive; and 9) Rio Linda Boulevard at

Roanoke Avenue.
By providing crossings with new signalized intersections and/or other controls, the City will improve safety for the pedestrians who use these facilities and encourage new active transportation and transit trips. This project will also help the City improve the efficiency of operations and reduce vehicle miles traveled by encouraging active transportation options. Each location has been evaluated for a traffic signal or other control device as per current standards and practice and the appropriate intersection control type will be carried through final design and construction.
During the project development process, it was determined that additional unanticipated traffic operational analysis and alternatives development were required to meet site-specific conditions and constraints. It was also determined that further design modifications, property and utility coordination, right-of-way acquisitions and easements were needed to accommodate design improvements at the intersection locations.
Policy Considerations: The recommendations in this report are in accordance with the following specific policies from the Sacramento 2040 General Plan:
M-1.2 User Prioritization - The City shall prioritize mobility, comfort, health, safety, and convenience for those walking, followed by those bicycling and riding transit, ahead of design and operations for those driving.
M-1.11 - Increase Bicycling & Walking - The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.
M-1.17 - Improve Bicycle Connectivity - The City shall plan and seek funding for a continuous, low- stress bikeway network consisting of bicycling-friendly facilities that connect neighborhoods with destinations and activity centers throughout the city.
M-1.18 - Bicycling Safety - When designing projects, the City shall prioritize designs that strengthen the protection of people bicycling such as improvements that increase visibility of bicyclists, increase bikeway widths, raise bikeways, design safer intersection crossings and turns, and separate bikeways from driving traffic wherever feasible.
M-1.19 - Walking Safety - When designing projects, the City shall prioritize designs that encourage walking and improve walking safety best practice designs and considerations for efficiencies in walking.
Economic Impacts: None
Environmental Considerations: California Environmental Quality Act (CEQA): The project has been determined to be exempt from CEQA pursuant to CEQA Guidelines Sections 15301(c) and 15303(d). The project consists of the operation, repair, or minor alteration of existing highways, public streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion of use and the installation of small new equipment and facilities including water main, sewage, electrical, gas, and other

utility extensions, including street improvements of reasonable length to serve such construction.
Environmental Planning Services staff prepared a CEQA Notice of Exemption and filed with the Sacramento County Clerk’s Office and posted with the State Clearinghouse (SCH#: 2024080024) on August 1, 2024.
National Environment Policy Act (NEPA): The Project is federally funded with oversight by the California Department of Transportation (Caltrans) for NEPA as delegated by the Federal Highway Administration. Caltrans issued a NEPA Categorical Exclusion on August 13, 2024.
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. The project will help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings.
Commission/Committee Action: The Traffic Signal Safety project was presented to the City’s Disabilities Advisory Commission on March 7, 2024, for review and comment. The project was presented to the Active Transportation Commission on April 18, 2024, for review and comment. The commissions were supportive of the project. During subsequent Disabilities Advisory Commission Meetings and Active Transportation Commission Meetings, advocates for the project including students from New Technology High School expressed the importance of the traffic signal that will be constructed at the intersection of Freeport Boulevard and Kitchner Avenue as part of this project.
Rationale for Recommendation: The execution of Supplemental Agreement No. 6 to City Agreement No 2022-1583 with Ardurra Group, Inc. for $210,924 and approval to increase the expenditure budget by transferring funds from State and Federal Grant Match Project to the Traffic Signal Safety Project is required to complete final design and right-of-way acquisition services.
Executing Supplemental Agreement No. 6 for analysis, design, utility and right-of-way coordination is needed to complete the project as intended and keep the project on schedule. With the requested budgetary adjustments there will be sufficient funding to execute Supplemental Agreement No. 6.
Approval by the City Council is required to execute the supplemental agreement.
Financial Considerations: The estimated total cost to complete final design and right-of-way acquisition activities for the Traffic Signal Safety Project (T15215000) is $1,817,788. Upon approval of the fund transfer of $550,000 (General Fund, Fund 1001) from the State and Federal Grant Match Project (T15007200) to the Traffic Signal Safety Project (T15215000), there will be sufficient funding to award Supplemental Agreement No. 6 to City Agreement No. 2022-1583 with Ardurra, Inc. for an amount not-to-exceed $210,816 for a new not-to-exceed amount of $952,343, and cover right-of-way acquisition, project management and administrative time required to deliver final design and right-of- way acquisition for the project.
File ID: 2025-01787 11/18/2025
This will increase the General Fund support for the Traffic Signal Safety Project (T15215000). This General Fund expenditures in the project will support the City’s required maintenance of effort associated with the Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. In order to receive apportionments through SB1, the City is required to maintain the same level of overall General Fund/discretionary funding support for transportation uses that took place prior to passage of SB1.
Local Business Enterprise (LBE): The contract with Ardurra Group, Inc. is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 14%. Ardurra, Inc. met the DBE goal by pledging 14%.
