2-Supplemental Agreement No.20 to City Agreement 2016-1114 Description/Analysis
Issue Detail: The Two Rivers Trail Phase II Project (K15125000) is a 2.4-mile multi-use trail that runs along the south bank of the lower American River adjacent to the River Park neighborhood. Designed to safely accommodate both pedestrians and cyclists, the trail features accessibility compliant access and is classified as a Class I Bikeway. Recognized by the City of Sacramento as a vital component of the City’s Bicycle Network, this segment enhances connectivity and promotes active transportation.
City Council Resolution 2016-0320 approved a professional services agreement with GEI Consultants, Inc. to perform preliminary engineering, environmental review, final design, construction support and permitting for the Two Rivers Trail Phase II Project.
The approval of Supplemental Agreement No. 20 with GEI Consultants, Inc. is needed to complete construction support and ongoing permitting activities. No additional funds are needed to execute the

contract supplement with GEI Consultants, Inc.
Policy Considerations: The proposed City Council action and the project improvements are consistent with the City’s General Plan goals of improving the transportation system, enhancing livability, and expanding economic development throughout the City.
City Policy Document API 4102, Section 8 “Multi-Year Contracts” states:
(a) No contract term shall extend beyond a total term, including extensions and renewals, of five years, provided that:
1) For contracts less than $250,000 (in total including extensions), a longer term, may be approved if the department head or authorized designee determines that special circumstances require a total term of more than five years, and the City Manager or the City Manager’s authorized designee approves such extended term.
2) For contracts of $250,000 or more, a longer term may be approved by the City Council.
Since the contract not-to-exceed amount exceeds $250,000 and the contract will be extended for another year plus up to five, one-year options to renew, Council approval of the supplemental agreement is required.
Economic Impacts: None
Environmental Considerations: California Environmental Quality Act (CEQA): City Council adopted Resolution No. 2020-0045 on February 4, 2020, accepting the project Environmental Impact Report pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15091. A Notice of Determination was filed on February 7, 2020, pursuant to the CEQA Section 21152.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) has certified that it has carried out the responsibility to make a determination under NEPA pursuant to 23USC 326 and the memorandum of understanding dated April 18, 2022, executed between FHWA and Caltrans.
Caltrans has determined that the project is a Categorical Exclusion under 23 CFR 771.1117(c):
activity (c)(3).
Sustainability: The Two Rivers Trail Project Phase II Project enhances access by providing alternative routes for low-emission transportation, supporting a shift for more sustainable transportation modes. The expanded trail network encourages walking and bicycling with route connectivity, reducing reliance on vehicle travel. These improvements are consistent with the City’s

sustainability goals.
Commission/Committee Action: None.
Rationale for Recommendation: An extension of the existing contract with GEI Consultants, Inc. as Supplemental Agreement No. 20 is needed to complete construction support and ongoing permitting activities. Although construction is underway, the current contract with GEI Consultants, Inc. is set to expire on December 31, 2025. Extending the agreement will ensure continuity of services and avoid disruptions to the delivery of the project. Since staff is asking to extend the contract for an additional year, plus up to five, one-year options to renew, Council approval is required.
Financial Considerations: The estimated total cost to complete the Two Rivers Trail Phase II Project (K15125000) is approximately $7.1 million. There is sufficient funding within the Two Rivers Trail Phase II Project (K15125000) to execute Supplemental Agreement No. 20 with GEI Consultants, Inc.
Local Business Enterprise (LBE): This is a federally-funded contract. Disadvantaged Business Enterprise (DBE) project participation requirements apply. The LBE policy is held in abeyance. The contract award will comply with all federal DBE participation requirements. GEI has pledged to meet
10.2% DBE project participation for this project, which meets the 10% DBE goal that was set.
