Description/Analysis
Issue Detail: On November 12, 2024, the City executed a contract with TKH Security LLC for the purchase and installation of a parking guidance and security system at Memorial Garage for a not-to- exceed amount of $912,999. The original contract amount called for $703,681 in installation costs with an option to purchase five, twelve-month maintenance plans for an additional $209,318. The project goal was to improve the flow of traffic throughout the garage and provide a higher level of security. The TKH system includes numerous features such as camera-based sensors that provide real-time occupancy data of all parking spaces in the garage, including the exact location of open spaces, ADA compliant spaces, and electric vehicle spaces. To fund this project, $249,999 was added to the Garage Video Surveillance Project (V15620000) from the Parking Facilities Development Project (V15710000).
After the commencement of the project, it was determined that there were areas within the garage that were not included in the original drawings that required surveillance. On April 1, 2025, the parties entered into supplemental agreement number 1 for additional sensors, cameras, and mounts. The

supplemental agreement was for $60,744.38 bringing the total not-to-exceed amount for the contract to $973,743.38. On September 22, 2025, the City and TKH signed supplemental agreement number
2. The second supplemental agreement added rooftop monitoring equipment to the Memorial Garage for an additional cost of $30,500. This increased the contract not-to-exceed amount to $1,004,243.38. Due to the unaccounted project costs, an additional $70,000 is necessary to complete the final installation scope as described in the supplemental contracts with TKH Security LLC.
Policy Considerations: The recommendations in this report are consistent with the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.
Economic Impacts: None.
Environmental Considerations: This project is categorically exempt from CEQA pursuant to CEQA Guidelines section 15301. The project involves the installation of a parking guidance system in an existing facility. The project will not impact the design or function of the facility.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: This action will provide the funding necessary to complete the Memorial Garage Parking Guidance System Project (V15620000). This project will help the City meet the Central City Parking Master Plan goal by improving traffic flow and providing a higher level of security for all areas of the Memorial parking garage.
Financial Considerations: The original not-to-exceed amount of the installation portion of the agreement with TKH Security LLC was $703,681 with an additional $209,318 allocated for the option to purchase ongoing, annual maintenance plans for a total contract not-to-exceed amount of $912,999. After the supplemental contracts to add surveillance to additional areas of the parking garage, the not-to-exceed amount for the installation of the system will be $794,926 with ongoing maintenance costs remaining the same for a new overall contract not-to-exceed amount of $1,004,243.38.
The total budget for the installation of the Memorial Garage Parking Guidance System Project is $728,235, resulting in a minimum of $66,691 in additional funding required to complete the project.
As indicated previously, there are separate but ongoing costs for maintenance of the guidance and surveillance system. Sufficient funding of $70,000 is available within the Parking Garage Structural Repairs Program (V15210000) to complete the recommended budgetary transfer.
Once the initial one-year warranty expires, TKH offers a series of five, 12-month maintenance and

service plans that can be purchased at a total of $209,318, which, if purchased, would make the full contract amount $1,004,244. Purchase of TKH maintenance and service plan options shall be subject to funding availability in the adopted Parking Fund operating budget for the applicable fiscal year.
Local Business Enterprise (LBE): Not applicable.

Budgetary Adjustments for the Memorial Garage Parking Guidance System Project (V15620000)
BACKGROUND
A. On November 12, 2024, the City executed a contract with TKH Security LLC for the purchase and installation of a parking guidance and security system at Memorial Garage for a not-to-exceed amount of $912,999. The original contract amount called for $703,681 in installation costs with an option to purchase five, twelve-month maintenance plans for an additional $209,318. The project goal was to improve the flow of traffic throughout the garage and provide a higher level of security.
B. To fund this project, $249,999 was added to the Garage Video Surveillance Project (V15620000) from the Parking Facilities Development Project (V15710000).
C. After the commencement of the project, additional areas were discovered within the Memorial Garage that required surveillance. These additional areas were not included in the original drawings. On April 1, 2025, the parties entered into supplemental agreement number 1 for additional sensors, cameras, and mounts. The supplemental agreement was for $60,744.38 bringing the total not-to-exceed amount for the contract to $973,743.38. On September 22, 2025, the City and TKH signed supplemental agreement number 2. The second supplemental agreement added rooftop monitoring equipment to the Memorial Garage for an additional cost of $30,500. This increased the contract not-to-exceed amount to $1,004,243.38.
D. Due to unaccounted project costs, an additional $70,000 of funding is necessary to complete the final installation scope as identified in the supplemental contracts with TKH Security LLC.
E. Sufficient funding is available in the Parking Garage Structural Repairs Project (V15210000) to support the recommended $70,000 transfer, and the project is aligned with the Central City Parking Master Plan goal to make parking safe, secure, attractive, and convenient.
