A. The Sacramento City Council has called a municipal election to be held on Tuesday, June 2, 2026, to fill offices for City Councilmember District 1, City Councilmember District 3, City Councilmember District 5, and City Councilmember District 7.
B. California Elections Code section 13307, subd. (f) requires that the City Council determine whether a charge shall be levied against each candidate for the Candidate Statement sent to each voter and, if authorized pursuant to California Elections Code section 13307(c), for the electronically distributed Candidate Statement.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
Pursuant to Section 13307 of the California Elections Code, each candidate for elective office to be voted for at the election to be held in the City of Sacramento, California, on Tuesday, June 2, 2026, may prepare a candidate statement on an appropriate form provided by the City Clerk. The statement may include the name, age, and occupation of the candidate and a brief description, of no more than 200 words, of the candidate’s own education and qualifications expressed by the candidate. This shall be written in first-person narrative utilizing pronouns such as “I,” “Me,” and “We.” The statement shall not include party affiliation of the candidate, nor membership or activity in partisan political organizations.
The statement shall be prepared in typewritten form and be filed electronically with the Office of the City Clerk at the time the candidate’s nomination papers are filed, in a system prescribed by the City Clerk. The statement may be withdrawn, but not changed, during the period for filing nomination papers and until 5:00 p.m. on the next working day after the close of the nomination period. The statement shall not be changed for any reason, including typographical error(s), after it is filed with the Office of the City Clerk.
The elections official shall make a copy the statement available for public examination in the elections official’s office for a period of 10 calendar days immediately following the filing deadline for submission of those documents. The City also makes these statements available for viewing on the city’s website immediately following the filing deadline for submission of those documents.

The Voter Information Guide will either contain the Candidate Statement or a statement that will alert voters that additional statements not printed in the Voter Information Guide are available online, on the County of Sacramento’s website.
SECTION 4.
The County of Sacramento Office of Voter Registration and Elections has estimated the cost of printing, handling, translating, and mailing or posting the candidate statement filed pursuant to this section, including costs incurred as a result of complying with the federal Voting Rights Act of 1965, and the City requires each candidate filing a statement to pay in advance their estimated pro rata share as a condition of having their statement included in the Voter Information Guide. The estimate is an approximation and could be significantly more or less than the estimate, depending on the actual number of candidates filing statements. Accordingly, the Clerk is not bound by the estimate and may, on a pro rata basis, bill the candidate for additional actual expenses or refund any excess paid depending on the actual cost. In the event of underpayment, the City Clerk may require the candidate to pay the balance of the cost incurred.
