Description/Analysis
Issue Detail: The Department of Utilities (DOU) has a need for vegetation control services to reduce fuel loads and manage vegetation at various locations throughout the City. This program includes the usage of sheep and goats for focused grazing at various natural and open space City locations.
Vegetation control services reduce fire hazards and maintain operational efficiency by reducing the amount of labor required to manage vegetation.
Policy Considerations: In conformance with City Code 3.56.090, City Council approval is required to execute an agreement if the amount expended under an agreement is $250,000 or more.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The Community

Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity such as purchases of supplies and personnel-related actions and is therefore not subject to CEQA.
CEQA Guidelines Section 15060(c)(3).
Sustainability: The proposed contract amendment is consistent with the 2040 General Plan Policy PFS-1.8 to continue to remove excessive/overgrown vegetation from City-owned property and PFS
3.1 to continue with the provision of adequate utilities to meet the needs of residents and businesses throughout the City.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On December 1, 2020, a Request for Bids (RFB) B21191311010 was issued on PlanetBids by YPCE for Vegetation Control Services. Through PlanetBids, 448 Suppliers were notified of the solicitation with 17 self-identifying as Prospective Bidders. Three bids were received on the closing date with Robert Thompson dba Legacy Ranching being determined to be the lowest responsive bidder. DOU used this solicitation to execute City Contract No. PRC002245 with Robert Thompson dba Legacy Ranching with a Not to Exceed amount of $225,000 for a 3 year term in July 2023.
On March 7, 2025, Supplemental No. 1 was executed to modify the Scope of Services to add additional grazing sites throughout the City. On June 28, 2025, Supplemental No. 2 was executed to increase the agreement by $20,500 and extend the time of performance through July 24, 2026. On August 6, 2025, Supplemental No. 3 was executed to increase the agreement by $4,000.
Supplemental No. 4 is now proposed to increase the contract by $200,000, bringing the total not-to- exceed amount to $449,500.
Financial Considerations: Funding for this agreement of approximately $200,000 has been included in the approved FY2025/26 DOU Operating Budget. Funding for future fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal year. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants).
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Rob Thomposon dba Legacy Ranching is not an LBE.
