Per Sacramento City Charter § 120 Sacramento Children’s Fund, each fiscal year the City will allocate an amount of its General Fund revenue equivalent to 40 percent of the total revenue generated from the existing cannabis business operations tax into a separate Sacramento Children’s Fund for the purpose of supporting youth development and youth violence prevention programs and projects for children and youth less than 25 years old.
Measure L requires that funding allocated to the Sacramento Children’s Fund be used to provide “youth services” in accordance with an adopted Five-Year Strategic Investment Plan. (City Charter, §120 (d).) “Youth Services” are defined as services and programs that support and implement the Five-Year Strategic Investment Plan.
The voter-adopted Charter provision specifically excludes expenditures that only “incidentally benefit youth,” as well as the “acquisition, lease, or maintenance of any capital item or real property that is not for primary and direct use by youth.” (City Charter, §120 (d)(2). Funding can be spent on facility maintenance, provided the expenditure: (a) meets the definition of a “youth service”; (b) the facility is primarily and directly used by youth; and (c) it supports and implements the adopted Five-Year Strategic Investment Plan
Per City Council Motion No. 2025-01073 Sacramento Children’s Fund Grant Awards passed on June 10, 2025, three City of Sacramento youth programs and three CIP projects were awarded grant funds. Those programs and projects include: YPCE’s Recreation Explorer Camp (I19148000); Sacramento Fire Department’s High School Career Technical Education Partnership Program (I12000220); YPCE’s Youth Program Scholarship Fund (I19147000); North Sacramento-Hagginwood Library Renovation Project (C15000850); Sutter’s Landing 28th and B Street Skate Park Project, a sub-project of Recreation Facility Improvements Project (L19800200); and Granite Regional Park (L19806000).
The requested actions will assist in meeting the stated intent of Measure L by funding youth focused program and projects awarded through an open, transparent and competitive process. This fund transfer is an administrative procedure so all of the City’s Sacramento Children’s Fund awards are allocated to the appropriate department and projects for ease of tracking and oversight.
As part of the program and project oversight, Sacramento Children’s Fund staff will collect financial and programmatic reports in alignment with the Sacramento Children’s Fund Strategic Investment Plan Adopted September 24, 2024.
Policy Considerations: Sacramento City Charter § 120 Sacramento Children’s Fund.
As stated in City Council Resolution No. 2025-0162, Section 10.2 and 10.11, City Council approval is required to transfer funds exceeding $250,000.

Providing parks and recreation facilities is consistent with the City’s General Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the city.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This report concerns fiscal activities that do not constitute a "project" as defined by the CEQA Guidelines Section 15378(b) (4). Environmental review of each project will occur before construction is authorized.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The City has been awarded Sacramento Children’s Fund grant awards for various youth serving programs and projects. Sacramento Children’s Fund staff wish to implement these programs and projects in alignment with Measure L, the adopted Sacramento Children’s Fund Strategic Investment Plan, and the Sacramento Children’s Fund Grant Awards. The project establishment and funding transfers are needed to implement the funded programs and projects.
Financial Considerations: Sufficient funding is available (Measure L, Fund 1004) in the Measure L Youth Funding Program (I80000100) to support the recommended transfers to the projects listed below.
