1-Description/Analysis
2-FY2025/26 General Fund Vacancy Summary - Amended
Description/Analysis
Issue Detail: During the FY2025/26 budget development process, the Budget and Audit Committee and Council initiated several information requests regarding General Fund vacancies. Staff provided the requested information as Supplemental Budget Information (SBI) attachments with staff reports for the Budget and Audit Committee meeting on February 25, 2025 (File No. 2025-00371), the Council meeting on February 25, 2025 (File No. 2025-00418), the Budget and Audit Committee meeting on March 25, 2025 (File No. 2025-00740) and for the Council meeting on May 20, 2025 (File No. 2025-00613).
Council also provided direction for staff bring General Fund vacancy information to the Budget and Audit Committee earlier in the FY2026/27 budget development cycle for review. To fulfill that direction, staff completed a citywide General Fund vacancy review as of November 3, 2025 (Attachment 2). Vacant positions could fall under one of the following categories:
· Reimbursable - Position is fully or partially funded by grants, projects, or another fund. Ex.
Funded by an Enterprise fund or other non-GF fund, multi-year operating project or capital improvement project
File ID: 2025-01968 12/9/2025
· Revenue Generating - Position is fully or partially cost neutral because they generate revenues Ex: parking enforcement, building inspectors, etc. · Covering a Non-Budgeted Position (NBP) - Position is funding an NBP · Seasonal - Positions for youth programs, aquatics, or any other seasonal hires. Most of these positions would be temp positions.
· Recruitment (Posted) - Position is posted for recruitment, but interviews have not begun. · Recruitment (Interviews and Beyond) - Position is either currently interviewing, or a candidate is already selected to fill the position.
Policy Considerations: This report is consistent with Council’s direction to provide General Fund vacancy data earlier in the budget development process for review. The data will also serve as the basis for the state mandated vacancy report.
Economic Impacts: Not applicable.
Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines15060(c)(3)). CEQA review for any project, which utilizes funds allocated under the 2023-2028 CIP budget, has been or will be performed in conjunction with planning, design, and approval of each specific project as appropriate.
Sustainability: Not applicable.
Rationale for Recommendation: This report provides the Budget and Audit Committee with information on FY2025/26 General Fund vacancies as of November 3, 2025.
Financial Considerations: Any future direction from Council regarding vacant positions could have both fiscal and operational impacts. Further analysis would be required to determine full cost and operational impact.
Local Business Enterprise (LBE): Not applicable.
