Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) recommends approving the site amenities plans for the proposed three neighborhood parks located in the new Stone Beetland community located in south Sacramento. The three sites are Park 1 (a 3.55-acre park), Park 2 (a 3.25-acre park), and Park 3 (a 1.92-acre park) are proposed in this new planned community. Stone Beetland Development is located in the Meadowview Neighborhood, west of Delta Shores, north of Cosumnes River Boulevard and east of Sacramento Regional Transit's Blue Line light rail route.

Park 1’s amenities plan includes the following improvements: a multi-striped sports court, shaded group picnic area, space for a future playground, open turf area, park naming sign, site furnishings, shade trees and walking paths. The amenities plan for Park 2 includes the following: an area for an adventure playground and tot-lot, shaded group picnic area, open turf area large enough for a U-12 soccer field, park naming sign, site furnishings, shade trees and walking paths. Park 3’s amenities plan includes: community garden, shaded group picnic area, open turf area, park naming sign, site

furnishings, shade trees, walking and recreation paths. Currently there are no proposed names for these parks. The council office is working with the community to name the three neighborhood parks.

The park naming for the three parks will be submitted to the Park Community and Enrichment Commission and City Council for approval once names have been identified.

Policy Considerations: Providing parks and recreation facilities is consistent with the City’s strategic plan to achieve sustainability and livability and to expand economic development throughout the City.

The adoption of a park site plan is consistent with the park development process set forth in the Sacramento Parks Plan 2040.

Economic Impacts: Not applicable.

Environmental Considerations: By Resolution 2023-0318, City Council adopted the Sustainable Communities Environmental Assessment and Adopted the Mitigation Monitoring and Reporting Program for the Stone Beetland Planned Unit Development (PUD) Project (P21-042) on October 10, 2023. Environmental review of the public parks within the PUD was conducted as part of the EIR.

The proposed action would establish a project account to facilitate the development of the three neighborhood parks within the Stone Beetland final map consistent with the PUD. None of the circumstances identified in the California Environmental Quality Act (CEQA) Guidelines section 15162 (e.g., change in circumstances or new information that identifies a new significant effect) are present. No further CEQA review is required.

Sustainability: The proposed Park Site Plans have been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2040 General Plan, the YPCE Strategic Plan, and the Sacramento Parks Plan 2040. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials, if available, and tree and shade covering for minimal heat gain to reduce urban heat islands. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation upgrades controlled by the centralized irrigation system, and water/energy efficient appliances.

Commission/Committee Action: On November 6, 2025, the Parks and Community Enrichment Commission recommended City Council approve the site amenities plans for the three neighborhood parks in the Stone Beetland community.

Rationale for Recommendation: The developer for Stone Beetland subdivision has been working

with the City to prepare three proposed plans for the neighborhood park sites.

YPCE worked with Council District 8 office, and the developer to prepare a community survey for these three proposed parks. This survey requesting input from the community was out for review and comment from June 21st through July 18, 2025. Based on the survey results, the developer’s consultant, Verde Design Group, Landscape Architecture prepared concept plans for the three neighborhood park sites. The proposed park amenities for these sites are the following: area for an adventure play area, tot lot, shaded group picnic areas, multi-striped sports court, park naming signs, open turf areas, site furnishings, shade trees, community garden, recreations trails and walking paths. These concept plans were reviewed by the council office and the plans were modified based on the council office’s comments.

The council office is working with the community to identify names for these three parks. The park names will be submitted to City Council in a report to recommend approval prior to the projects starting construction.

Financial Considerations: There are no financial considerations associated with this report as this park will be constructed by the developer in exchange for park impact fee credits. Approval of the park amenities plans does not constitute approval of the construction of the parks.

Local Business Enterprise (LBE): Not applicable.
