Description/Analysis
Issue Detail: On July 10, 2025, the Department of Utilities issued Invitation for Bid No.

B26141324406 for Sump 111 Switchboard & Control Center needed to support the installation of higher capacity pumps. This bid was for the pre-purchasing of new electrical switchgear due to long lead times. One bid was received and determined to be responsive. After the solicitation closed, new hydraulic model results show a significant decrease in cost/benefit of installing higher capacity pumps at Sump 111. Based on these findings, staff is recommending that the City Council reject all bids to allow more time to re-evaluate other cost-effective alternatives. A new Invitation for Bid may be issued when additional review is completed.

Policy Considerations: Per City Procurement of Goods Policy 8.4, only City Council has the authority to reject valid bids.

Economic Impacts: None.

Environmental Considerations: The proposed agreement has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines governing existing facilities, in that it meets the definition of restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.

Sustainability: The proposed action is consistent with the 2040 General Plan PFS-3.1 as it is related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Due to the long lead time needed to obtain electrical components to support installation of larger pumps at the City’s Sump 111, staff decided to pre-purchase these items. An invitation for bids was issued, and one bid was received and opened on August 6, 2025.

Since this time, staff has obtained new results from an updated hydraulic model that significantly reduces the cost/benefit for installing higher capacity pumps at Sump 111. Additional time is needed to re-evaluate alternative improvements with this new information to determine if any provide a more cost-effective solution for reduction of flooding with drainage basin 111. Staff recommend that City Council reject all bids.

Financial Considerations: Rejecting all bids will have no impact on the City or department budgets Local Business Enterprise (LBE): The LBE participation requirement was included in this bid.
