1-Description/Analysis
2-Hope Cooperative Outreach and Engagement Center Operations Supplement Agreement Description/Analysis
Issue Detail: The Outreach and Engagement Center (“OEC”), located at 3615 Auburn Boulevard, has served as an overnight respite/daytime triage and engagement center since early 2022. In July 2024, Council approved the suspension of competitive bidding for OEC Operations and DCR released an RFP for OEC Operations (P2523001021002) shortly thereafter. In December 2024, a contract was awarded to TLCS Inc. dba Hope Cooperative (“Hope Cooperative”) to operate the OEC.
The goal of the OEC is to provide life-saving resources for the most vulnerable community members throughout the City by: providing a safe space to stay overnight; introducing vulnerable community members to our Continuum of Care; assisting them with enrollment into mainstream services (such as housing vouchers and food assistance); and triaging them into appropriate shelter and housing programs in the community. The OEC has the capacity to serve up to 75 individuals, with 25 spots specifically reserved for families. In addition, the OEC serves as the City’s primary Weather Respite Center, with the ability to serve an additional 50 individuals during Weather Respite Activation.
As the current operator of the OEC, Hope Cooperative has been an important partner with DCR and

the City’s Incident Management Team responding to homelessness. The OEC serves as one of DCR’s Rapid Placement sites and is one of the only sites with the ability to host children. Upon entrance to the OEC and enrollment into the program by Hope Cooperative, individuals receive supportive items, such as clothing, hygiene and personal care items as well as meals. The OEC does not operate as a traditional shelter, but rather as a respite center where unsheltered individuals and families can take respite and receive assistance obtaining shelter or housing, and engagement with other social services.
Since January 1, 2025, the OEC has served approximately 800 clients to date, 135 of which were children under the age of 18. Relative to weather respite, the OEC has been activated 49 days in 2025, and served over 1,500 total guests. DCR recommends City Council approve a one-year supplemental agreement with Hope Cooperative for continued operations of the OEC through December 31, 2026.
Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non -professional services that is for $250,000 or more requires City Council approval.
The Sacramento City Code Section 4.04.020(C) and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action.
Economic Impacts: None.
Environmental Considerations: The City reviewed the original OEC project and determined it was exempt from California Environmental Quality Act (CEQA) review because it could be seen with certainty that no significant effects could occur as a result of project implementation. The City filed a Notice of Exemption on February 16, 2022. No substantial changes are proposed in the project. On March 28, 2023, Council adopted Resolution No. 2023-0084 confirming the exemption from CEQA pursuant to CEQA Guidelines section 15061(b)(3).
Additional sections of this report concern administrative activities that will not have a significant effect on the environment and do not constitute a “project” as defined by the CEQA [CEQA Sections 15061 (b)(3) and 15378(b)(2)].
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Services provided under this agreement address the ongoing need for supportive services for individuals experiencing homelessness in the City.
File ID: 2025-01936 12/9/2025
Financial Considerations: Sufficient funding is available (Measure U Fund, Fund 2401) in the Community Response MYOP (I23000100) to execute a supplemental agreement with Hope Cooperative in the amount of $2,945,000 for operations of the Outreach and Engagement Center.
Local Business Enterprise (LBE): Hope Cooperative is an LBE.
