Description/Analysis
Issue Detail: Property owners within the Midtown Sacramento area and Alhambra Corridor have proposed to renew the Midtown Property and Business Improvement District (District) for a ten-year term. The District was originally formed in 2007 for a five-year term and was renewed in 2012 for another five-year term. The District was then renewed for a ten-year term in 2016. If renewal efforts are successful, this renewed District will be in place for a ten-year term beginning January 1, 2027.
If renewed, the District will provide improvements, activities, and services such as graffiti abatement, litter removal, streetscape maintenance, safety, events support, placement pilot projects, capital improvements, mobility, communications, and advocacy on behalf of the properties located in the District to promote the area as clean, safe, and vibrant.
The City currently owns 13 parcels within the proposed District and will benefit from the services of the District. City participation in the District will serve the public interest because the proposed

services provided by the District will help make the District more attractive, encourage more visitors, and bring new business investment to the District. The services will continue to be implemented and managed by Midtown Association, a nonprofit owners’ association.
If the City Council wants to support renewal of the District, the Council may delegate to the City Manager or City Manager’s designee the authority to sign the property owner’s petition and assessment ballot on behalf of the 13 City-owned properties that are within the proposed District boundaries. The City-owned properties are detailed in Exhibit A to the attached Resolution.
The total District assessment for the first year of the renewed District would be approximately $3,024,368.78 and is currently anticipated to be levied on 901 assessed parcels. Of these 901 assessed parcels, the City currently owns 12 parcels which would be assessed. The City also owns one additional parcel within the proposed District boundaries that is anticipated to not have an assessment. The City’s assessment for the first year of the District’s term would be $92,962. City- owned parcels have been included and assessed in the District since it was formed in 2007, and City owned parcels are also assessed in other PBIDs within the City and have benefitted from PBID services. Staff is recommending that City parcels continue to be included as assessed parcels in the renewed District.
Policy Considerations: The proceedings under which a PBID is established are set forth in California Streets and Highways Code section 36600 et seq., referred to as the “Property and Business Improvement District Law of 1994.”
Economic Impacts: None.
Environmental Considerations: The actions in this report concern administrative activities that will not result in direct or indirect physical changes in the environment and governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Therefore, the actions described in this report do not constitute a “project” under the California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2),15378(b)(4) and 15378(b)(5) and are not subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The recommended actions authorize the City Manager or designee to sign the property owner’s petition and assessment ballot in the affirmative on behalf of the City properties that are located within the District.
File ID: 2026-00338 1/27/2026
Financial Considerations: If the District is renewed, the City will participate as a property owner, with the City paying a total assessment of $92,962 in the first year of the ten-year renewal period for City properties in the District. Future increases in the District’s assessment rates are capped at 6% annually. Assessment payments would be funded by the General Fund.
Local Business Enterprise (LBE): Not applicable.
RESOLUTION NO.
Adopted by the Sacramento City Council
DESIGNATING THE CITY MANAGER OR THE CITY MANAGER’S
DESIGNEE AS THE SIGNATURE AUTHORITY FOR CITY-OWNED
PROPERTY IN THE RENEWED MIDTOWN PROPERTY AND
BUSINESS IMPROVEMENT DISTRICT NO. 2026-01
BACKGROUND:
A. The Midtown Property and Business Improvement District (MPBID) was initially established in 2007 for a five-year term under the Property and Business Improvement District Law of 1994 (California Streets and Highways Code section 36600 et seq.) and was renewed in 2012 for another five-year term. MPBID was then renewed for a ten-year term in 2016. The current term of MPBID runs through December 31, 2026.
B. The property owners have now proposed renewal of MPBID for a ten-year term from January 1, 2027 through December 31, 2036.
C. City-owned parcels have been assessed under MPBID since its formation. The City currently owns thirteen parcels within MPBID. Twelve of the City-owned parcels will have a total annual assessment of approximately $92,962 for the first year of the renewal term. One City-owned parcel will not be assessed. Future assessment rates may be subject to an increase of no more than 6% annually.
D. City staff recommends that the City-owned parcels be included as assessed parcels in the renewed MPBID because the City properties have thus far benefitted from MPBID’s services. Staff is thus seeking Council authorization for the City Manager or designee to sign the property owner’s petition and assessment ballot for the City-owned parcels in favor of renewal for MPBID.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1 The City Manager or designee is authorized to vote for the following City- owned properties (listed by Assessor’s Parcel Number) to be included in the renewal of MPBID: 007-0042-001-0000, 007-0123-051-0000, 007- 0123-034-0000, 007-0123-050-0000, 007-0123-037-0000, 007-0123-018- 0000, 006-0291-001-0000, 007-0312-006-0000, 007-0312-007-0000, 007- 0312-008-0000, 007-0312-009-0000, 007-0312-029-0000, and 007-0341- 001-0000.
