Recommendation: 1) Conduct interviews of applicants to the Natomas Basin Conservancy Board of Directors for Seats A, B, and D: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates’ eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Issue Detail: Prior to forwarding nominations to the Mayor and Council for confirmation of appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.
Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I have served on the Board of the Conservancy for almost two years. Sitting as a board member is a rewarding opportunity to serve the people of Sacramento by managing wildlife habitat and mitigation lands. Muchmore, I thoroughly enjoy
collaborating with staff, my fellow board members, and
stakeholders. The opportunity has challenged me to develop my skills and leadership while providing meaningful, important work for the City of Sacramento.

I have served as an attorney in environmental law for State government since 2015. The State agencies I have worked for include the State Lands Commission and Public Utilities Commission. Working for these agencies taught me about
environmental laws and issues (including wetlands
management) and administration of a government agency.
Although the Conservancy is not a government agency, many of its administrative functions are comparable to those of government agencies. Thus, I possess relevant experience that would help me further the Conservancy's efforts to achieve its goals.

The Conservancy's bylaws require it to hold open meetings, similar to the Brown Act, which I received training on.

I am active in the Sacramento community. I am a volunteer coach for the speech and debate team at Natomas Pacific
Pathways Prep High School. I also participate in Operation Protect and Defend, which is a program that arranges for judges and attorneys to engage high school classes on civics. Every year , I join a judge to discuss civics with at least one Sacramento high school class.
