Description/Analysis
Issue Detail: The S Street corridor comprises a mix of neighborhood-serving retail, commercial non- retail uses, and both single- and multi-family residential properties. The existing two-way roadway configuration consists of two travel lanes, a center two-way left-turn lane, and on-street parking.
Dedicated bicycle facilities are not present, and multiple segments of the corridor require reconstruction of dual curb ramps to meet current accessibility standards.
The Central City Specific Plan identified mobility improvements for S Street as part of the Preferred Bicycle Network (Figure 3.9-1), which calls for the installation of Class II bike lanes in both directions.
On January 19, 2024, the State of California issued a Notice of Funding Availability (NOFA) for the Strategic Growth Council’s Affordable Housing & Sustainable Communities (AHSC) program. The AHSC Program provides grants and affordable housing loans for compact transit-oriented development, along with related infrastructure projects to support housing and reduce greenhouse

gas emissions. Mutual Housing California and the Capitol Area Development Authority (CADA) worked with City Public Works staff to identify eligible transportation projects to include in the grant application.
As part of the application requirements, the City of Sacramento and the Capitol Area Community Development Corporation (CACDC) executed a cooperative agreement to deliver their respective commitments to the AHSC grant. As part of this agreement, City of Sacramento, Mutual Housing California, and the Capitol Area Community Development Corporation, applied for grant funds from the Affordable Housing and Sustainable Communities Program for: (A) construction of the affordable housing project (“Sakura”) located at 2000 16th Street; and (B) the construction of sustainable transportation infrastructure to be constructed by the City, identified as the S Street Mobility Project.
The S Street Mobility Project will include construction of bike lanes to provide a dedicated path of travel for bicyclists, between 5th Street and 21st Street. These new bike lanes will connect with the separated Class IV bikeways on 10th Street, 19th Street, and 21st Street, and the Class II bike lanes on 5th Street recently installed as part of the Central City Mobility Project, a prior implementation of the Central City Specific Plan’s mobility elements.
To improve pedestrian safety and crossing efficiency, the project will reconstruct curb ramps as necessary to meet current accessibility standards and will incorporate curb extensions (bulb-outs) at selected high-volume pedestrian intersections, thereby reducing crossing distances and enhancing visibility.
AHSC has awarded $4,032,000 towards the construction phase. Staff is requesting to establish the CIP and transfer $450,000 (Road Maintenance and Rehabilitation, Fund 2036) from the Transportation Corridor Program (R15200000) to begin preliminary engineering. Beginning the preliminary engineering will allow staff to proceed with scoping the project to meet the performance milestones associated with the grant funds. To support the project development costs, per the cooperative agreement CACDC has committed $450,000 towards the preliminary engineering phase.
Staff will return to Council to execute a funding agreement between the City of Sacramento, Mutual Housing California, and CACDC, and approval for a budgetary adjustment in the amount of $450,000 for the preliminary engineering phase of the project.
At the time of award, staff will also return to execute the consultant contract and to request a budgetary adjustment for the AHSC funding and the required matching funds.
Policy Considerations: The actions requested herein are consistent with the City’s 2040 General Plan for improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking

citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.
This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). S Street is on the High Injury Network, and this project will create new bicycle facilities which are separated from moving vehicles and improve pedestrian crossings.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The requested action would approve the budget for the preliminary engineering and environmental clearance work for the S Street Mobility Project. The subject action is not a project pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(5). The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is not subject to CEQA. [CEQA Guidelines section 15060(c) (3)]. Prior to final action to undertake the project, appropriate environmental review will be completed pursuant to the requirements of CEQA.
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
Commission/Committee Action: None.
Rationale for Recommendation: The City Council action is required to establish the Capital Improvement Project and transfer the local funds needed to deliver the preliminary engineering phase of work for the S Street Mobility Project.
Financial Considerations: The estimated cost to complete preliminary engineering for the S Street Mobility Project (T15265200) is $900,000. The preliminary engineering phase will be funded through a transfer of $450,000 (Road Maintenance and Rehabilitation, Fund 2036) from the Transportation Corridor Program (R15200000), and $450,000 (CIP Reimbursable Fund, Fund 3702) from CADA through an executed agreement.
Staff is requesting approval of a transfer of $450,000 (Road Maintenance and Rehabilitation, Fund 2036) from the Transportation Corridor Program (R15200000) to initiate preliminary engineering.
Staff will return to Council to execute the CADA Agreement and request the budgetary adjustments in

the amount of $450,000 (CIP Reimbursable Fund, Fund 3702) to completely fund the preliminary engineering phase of the project. Upon approval of the second budgetary adjustment, there will be sufficient funding to complete the preliminary engineering phase.
Local Business Enterprise (LBE): Not applicable.
