Resolution 20XX-XXXX XXX XX, 1 of 2
RESOLUTION NO. 2026-XXX

Adopted by the Sacramento City Council

XXX XX, 2026

A Resolution Directing the City Manager to Prohibit the Use of City Facilities and City Property, Related to Immigration-Related Enforcement Activities.

BACKGROUND

A. The City of Sacramento (“Cit y”) has a longstanding commitment to welcoming people of diverse racial, ethnic, religious, and national backgrounds. Immigrants have consistently shown dedication to both th e City and the United States, and their contributions have strengthened the community. Sacr amento affirms the value of all families who reside here, including those of immigrant origin.

B. The federal government has implemented broad immigration-enforcement measures that increased detentions, removals, and criminal prosecutions of noncitizens. These measures expanded the use of expedited -removal procedures and sought greater cooperation from state and local governments. Numerous advocacy, legal, and oversight organizations have expressed concerns that these actions may raise due-process issues, create unequal impacts on immigrant communiti es, and reduce public trust in local law enforcement.

C. The City maintains a strong interest in promot ing transparency, ensuring accountability, and protecting constitutional and civil rights in all law-enforcement interactions within its jurisdiction.

D. Immigration-enforcement encounters, and enforcement actions carried out by individuals who are masked or operating unmarked vehicl es, pose increased risks of confusion, infringement of individual rights, threats to public safety, and weakened public confidence in law enforcement. Such practices may also undermine the integrity of police operations.

E. The City Council finds that to reaffirm the City’s commitment to protection of civil liberties, and to exercise its discretion to not be a par t of the Trump administration’s immigration policies, the City Manager shou ld consider restricting access to City properties for purposes of immigration-related enforcement activities.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. Purpose and Intent: The purpose of this Resolution is direct the City Manager to adopt a Citywide Policy to re strict the use of City Pr operty to conduct any civil Resolution 20XX-XXXX XXX XX, 2 of 2

2. “Enforcement Activity” includes any det ention, arrest, or in vestigative action undertaken by individuals purporting to exercise law-enforcement authority.

3. “City Property” refers to any Property or Facility owned or controlled by the City, including but not limited to any par king lot, vacant lot, garage, building warehouse, or residential property.
