Description/Analysis
Issue Detail: The skill sets offered by IATSE Local 50 (IATSE) complements our internal team’s skill sets during high demand periods and for specific projects requiring additional staffing. IATSE has been a key provider of technical services, are trained in City theatrical equipment, and have been provided safety training. The City is unable to contract directly with IATSE because it would make the City the employer of record. In September 2025, the City of Sacramento, Department of Convention & Cultural Services conducted a competitive bidding process, bid no. B26171121003. The Talent Fund, LLC was the only responsive bidder to the solicitation. The SAFE Convention Center & Performing Arts District (District) requires the expertise of technical stagehands to intermittently augment City stagehand labor on an as-needed basis for the preparation and production of events or to provide additional labor for projects in the District.
Policy Considerations: Per City Code section 3.56.090, all contracts involving an expenditure of
File ID: 2026-00581 2/24/2026
$250,000 or more must be authorized by the City Council.
Economic Impacts: By utilizing IATSE labor the City is able to support more events and that brings people to the downtown area and could create better financial outcomes for bars, restaurants, City parking structures, and other retailers.
Environmental Considerations:
California Environmental Quality Act (CEQA): the action is exempt from review under CEQA pursuant to CEQA Guidelines section 15301. The action involves the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, or mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The project qualifies for a Categorical Exemption under Article 19 of CEQA Guidelines Section 15301, existing facilities. No environmental review is necessary.
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The City has benefitted from utilizing stagehand/stagecraft services allowing for uninterrupted service to clients using IATSE Local 50 laborers for decades.
They are the only unionized labor force for stagehand/stagecraft services. The Talent Fund, LLC will act as the employer of record and provide contract services. Through this round of formal solicitation The Talent Fund, LLC will also allow the City to save on administrative fees over the previous Contract with a different supplier.
Financial Considerations: The costs associated with utilizing IATSE labor allow the City to support additional events and supplement labor during peak times without the need for full-time laborers throughout the year.
Sufficient funding is available in the Department of Convention and Cultural Services Fiscal Year 2025/26 Approved Operating Budget to make purchases through June 30, 2026. Future services are dependent on availability of funding in the adopted budgets for the applicable fiscal year.
Local Business Enterprise (LBE): The contractor is not LBE.
