Description/Analysis
Issue Detail: On February 6, 2024 City Council adopted Resolution No. 2024-0039 authorizing a Memorandum of Understanding (MOU) with Sacramento Steps Forward (SSF), the administrative entity for the Sacramento City and County Continuum of Care (CoC), to receive $832,311 of CoC HHAP-3 funds and $1,233,309 of CoC HHAP-4 funds to support the operation of shelters serving Transitional Age Youth (TAY) between the ages of 18 and 24. The Department of Community Response (DCR) seeks to execute an amendment to the MOU with SSF to receive an additional $300,000 of the CoC’s HHAP-3 funding to support the operation of TAY shelters.

Homelessness is an issue that impacts communities without regard to geographic or political boundaries and for which there is no single answer or approach. Shelters play a significant role in addressing homelessness and as such it is necessary to create a systemic approach to addressing homelessness which includes low to no barrier crisis shelters. The City of Sacramento recognizes the important role that such shelters play in helping move people out of homelessness and into permanent housing. According to the 2024 Point in Time Homeless Count released by the Sacramento County Continuum of Care, the County of Sacramento had a homeless population of 6,615 individuals, a decrease of 28.7% since 2022. Approximately 335 Transitional Age Youth were experiencing homelessness, a decrease of 53% since 2022.

The State of California has established the Homeless Housing, Assistance, and Prevention Program Round 3 (“HHAP-3”) pursuant to Chapter 6 (commencing with Section 50216) of Part 1 of Division 31 of the Health and Safety Code. (Amended by Stats. 2021, Ch. 111, Sec. 4. (AB 140) eff. July 19, 2021.) HHAP-3 is a $1 billion block grant program currently administered by the California Department of Housing and Community Development (hereinafter referred to as the “State”). HHAP is designed to provide jurisdictions with one-time grant funding to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.

On October 12, 2021, the City submitted an application to the State for HHAP-3 funds in the amount of $16,683,570. On August 5, 2022, the City received its first disbursement of HHAP-3 funding in the amount of $3,336,714. On January 4, 2023, the City received its second disbursement of HHAP-3 funding in the amount of $16,683,570.

The City has consistently collaborated with SSF as part of the regional approach to utilize the combined City and CoC allocations of HHAP-1, HHAP-2, HHAP-3, HHAP-4, and HHAP-5 funding for Transitional Age Youth programming. City and SSF staff wish to continue this collaborative approach by utilizing these additional HHAP-3 funds to extend the current shelter agreements for Transitional Age Youth by two months, at approximately $85 per bed per night with a new expiration date of November 30, 2026.

Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non -professional services that is for $250,000 or more requires City Council approval.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a "project" and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)). Additionally, the activities in this report are exempt from California Environmental Quality Act (CEQA) review because it can be seen with certainty that no significant effects could occur as a result of implementation (CEQA Guidelines section 15061(b)(3)).

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Services provided under these agreements address the ongoing need for supportive services for TAY experiencing homelessness in the City.

Financial Considerations: With Council approval to receive $300,000 (Operating Grants, Fund 2702) in HHAP-3 funding from Sacramento Steps Forward, there will be sufficient funding available in the CoC HHAP Youth Funding Project (G23000100) to execute the following agreements:
1) A supplemental agreement with Waking the Village for the Village Youth Family Shelter Program for an amount not-to-exceed $85,714, for a total not-to-exceed amount of $455,634; 2) A supplemental agreement with Wind Youth Services for the Common Ground Shelter Program for an amount not-to-exceed $107,143, for a total not-to-exceed amount of $564,798; 3) A supplemental agreement with Sacramento LGBT Community Center for the Short Term Emergency Program (STEP) for an amount not-to-exceed $90,100, for a total not-to-exceed amount of $492,016; and
4) A supplemental agreement with Sacramento LGBT Community Center for the Transitional Living Program (TLP) in an amount not-to-exceed $17,043, for a total not-to-exceed amount of $77,527.
