1-Description/Analysis
2-The Regents of the University of California, Davis Contract Supplement Description/Analysis
Issue Detail: The Sacramento Fire Department (SFD) uses the University of California, Davis Fire Department (UC Davis Fire) to provide specialized fire and emergency services training and education for SFD personnel. UC Davis Fire operates a comprehensive training program with instructors who possess extensive operational and instructional experience in fire suppression, emergency medical services, driver training, and other public safety disciplines. These programs provide SFD personnel with high-quality, professional training opportunities that support operational readiness, regulatory compliance, and continued professional development.
Through the existing agreement, UC Davis Fire provides training services, including firefighter academy instruction, Emergency Vehicle Operations Course (EVOC) instruction, and other open- enrollment fire service courses that support the professional development of SFD personnel. These specialized training curricula supplement internal training programs and enable SFD members to

participate in courses not always available through the Department’s internal training resources.
SFD maintains a longstanding working relationship with UC Davis Fire and has utilized their training services for many years. UC Davis Fire provides regionally recognized training programs that are widely used by fire departments throughout Northern California. Their proximity, established curriculum, and experienced instructional staff make UC Davis Fire a valuable training partner for SFD.
The proposed amendment increases the not-to-exceed amount of the existing contract to allow SFD to continue utilizing UC Davis Fire training services through March 31, 2027. The increased contract authority reflects anticipated training needs for SFD personnel during the contract period and supports continued access to these specialized training opportunities.
Policy Considerations: The recommendations in this report are in accordance with provisions of the City Code Section 3.56.240, which authorizes the City Manager, where advantageous to the City, to utilize cooperative purchasing agreements approved by the City Council to purchase supplies or nonprofessional services through legal contracts of other governmental jurisdictions or public agencies without separate competitive bidding by the City.
Pursuant to City Charter Section 20 and City Code Section 3.56.090, the City Council authorizes the execution of contracts of $250,000 or more for supplies or nonprofessional services.
Economic Impacts: None.
Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials which are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: SFD recommends approval of the contract amendment with The Regents of the University of California, on behalf of the UC Davis Fire to continue providing fire and emergency services training and education for SFD personnel. UC Davis Fire has established training programs that support firefighter development, driver training, and other specialized public safety instruction that complement SFD’s internal training program.
UC Davis Fire provides regionally recognized training opportunities delivered by experienced fire service professionals and instructors with extensive operational backgrounds. These programs allow

SFD personnel to access specialized courses and instruction that support professional development, certification requirements, and operational readiness. SFD has an established working relationship with UC Davis Fire and has successfully utilized their training programs for many years.
Suspending competitive bidding is recommended because UC Davis Fire provides specialized fire service training programs that are uniquely suited to meet SFD’s operational training needs. The established curriculum, experienced instructors, and proximity of UC Davis Fire allow SFD personnel to access high-quality training opportunities in a cost-effective and efficient manner. Continuing this partnership supports consistent training standards and enables SFD to maintain operational readiness while minimizing the administrative and logistical burdens of developing comparable training programs independently. Approval of this amendment will allow SFD to continue utilizing UC Davis Fire training services through March 31, 2027, and will ensure that SFD personnel have access to specialized training necessary to support the department’s mission of providing effective emergency services to the community without interruption.
Financial Considerations: Sufficient funding for this contract is available in the Fire Department’s Externally Funded Program (EFP) E12000100.
Local Business Enterprise (LBE): Not applicable.
Background: SFD maintains a comprehensive training program to ensure that personnel meet the operational, safety, and regulatory requirements associated with fire suppression, emergency medical services, and other public safety responsibilities. In addition to internal training resources, the department periodically utilizes external training providers to deliver specialized courses, supplemental instruction, and professional development opportunities for its personnel.
UC Davis Fire has long provided fire service training programs for agencies throughout the region.
UC Davis Fire operates a recognized training program that offers firefighter academy instruction, emergency vehicle operations training, and other fire service-related educational opportunities. SFD personnel have participated in UC Davis Fire training programs for many years as part of their ongoing professional development and certification requirements.
In April 2024, the City of Sacramento executed a contract with The Regents of the University of California, on behalf of UC Davis Fire, to provide fire and emergency services training and education for SFD personnel. The agreement established a framework SFD members to participate in UC Davis Fire training programs and related instructional opportunities.
The proposed amendment to the agreement increases the contract authority to support anticipated training participation and allows SFD to continue utilizing UC Davis Fire training services through March 31, 2027.
