A RESOLUTION: 1) AWARDING A CONTRACT TO PRECISION GRADE, INC. FOR THE PEDESTRIAN CROSSING ENHANCEMENTS PROJECT; CIP 9188, HSIPL-5045(035), IN THE AMOUNT OF $1,058,098.00; 2) AUTHORIZING AN INCREASE OF $365,00.00 TO CIP 9188 APPROPRIATION FOR CONSTRUCTION; AND 3) AUTHORIZING A TRANSFER OF $365,000 FROM THE MEASURE X FUND WHEREAS, on August 10, 2021 City Council approved plans and specifications for the Pedestrian Crossing Enhancements Project, and authorized the issuance of invitation to bid the project, by Council Resolution (No. 22161); and WHEREAS, the project was advertised on August 11, 2021, and the City opened bids on September 9, 2021. The low bidder was Precision Grade, Inc. for the amount of $1,058,098.00; and WHEREAS, the contractor did not meet the Disadvantaged Business Enterprise (DBE) goal specified in the contract, however the contractor made a good faith effort and the City can award the contract with a lower the DBE commitment; and WHEREAS, based on the bid results and the existing balance there is a budget shortfall of $360,392.70; and WHEREAS, staff recommends an increase of $365,000 to CIP 9188 appropriation; and WHEREAS, staff recommends a transfer from the Measure X Fund to cover the budget shortfall; and WHEREAS, the City has determined that the project is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1(c)) because the actions consists of operation and minor alteration of an existing City street.
NOW, THEREFORE, BE IT RESOLVED BY THE SALINAS CITY COUNCIL approves a Resolution awarding a contract to Precision Grade, Inc. for the Pedestrian Crossing Enhancements Project; CIP 9188, HSIPL-5045(035), in the amount of $1,058,098.00 BE IT FURTHER RESOLVED, that City Council approves a resolution authorizing an increase of $365,00.00 to CIP 9188 for construction BE IT FURTHER RESOLVED, that City Council approves a resolution authorizing a transfer of $365,00.00 from the Measure X Fund to CIP 9188.
