The City has coordinated with both the County and the Courts to ensure both parties are in agreement.

BACKGROUND:

The City and County of Monterey entered into an agreement on June 22, 2021, where the City would grant to the County an exclusive, temporary, and revocable license to use the fifty-two (52) parking spaces in the City Hall Parking Lot and thirty-three (33) on-street parking spaces. The on-street spaces were originally planned for Lincoln Avenue, however following discussion with County staff the City and County have both agreed to instead use Church Street, Capitol Street, and Gabilan Street to provide the required on-street parking stalls.

Steven Fisher, Facilities and Security Manager for County of Monterey, submitted a special curb marking allocation for Church Street the Courts. City staff reviewed the special curb marking application from the County Courts and processed the staff reports. On September 28, 2021 City Council approved a resolution approving two (2) parking stalls and forty (40) feet of yellow loading zones, 345 feet of Wednesday 8:00 a.m. to 1:00 p.m. parking restrictions at the Monterey County Government Center’s Church Street frontage, and 125 feet of “No Stopping” red zones along Monterey County Government Center’s West Alisal Street frontage.

City staff facilitated a phone call discussion on October 14, 2021 between the County and the County Courts to ensure consistency between the two parallel efforts. The City, County and the County Courts confirmed that the Courts require a total of 15 stalls of Wednesday 8:00 a.m. to 1:00 p.m. parking restrictions at the Monterey County Government Center’s Church Street frontage. The City is committed to grant the County 33 on-street parking stalls and sufficient parking is available on Church Street, Gabilan Street, and Capitol Street. The City will designate total of thirty-three (33) on-street permit parking stalls for 7AM-7PM Monday-Friday on Church Street (4 stalls), Capitol Street (9 stalls), and Gabilan Street (20 stalls); and a total of fifty-two (52) off-street stalls in the former Salinas Police Department lot to be permit parking stalls for 7AM-7PM Monday-Friday On September 28, 2021 City Council approved a resolution approving two (2) parking stalls and forty (40) feet of yellow loading zones, 345 feet of Wednesday 8:00 a.m. to 1:00 p.m. parking restrictions at the Monterey County Government Center’s Church Street frontage, and 125 feet of “No Stopping” red zones along Monterey County Government Center’s West Alisal Street frontage.
