TITLE: PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF SALINAS AND HARRIS AND ASSOCIATES FOR THE INDUSTRIAL WASTEWATER PUMP STATION IMPROVEMENTS PROJECT RECOMMENDED MOTION:
A motion to approve a Resolution approving a Professional Services Agreement in the amount of $261,736 between the City of Salinas and Harris and Associates for the Industrial Wastewater Pump Station Improvements project.
RECOMMENDATION:
It is recommended that the City Council approve a resolution approving a Professional Services Agreement in the amount of $261,736 between the City of Salinas and Harris and Associates for the Industrial Wastewater Pump Station Improvements project; Project No. 9009.
BACKGROUND:
The City of Salinas owns and operates an Industrial Wastewater Collection and Conveyance System (IWCCS) which takes agricultural process water from 26 industries. The system is comprised of network of piping, an Industrial Wastewater Pump Station (IWWPS), and the Industrial Waste Treatment Facility (IWTF). The Industrial Wastewater Pump Station is located on Airport Boulevard in southeast Salinas and consists of a wet well and three underground pumps which convey industrial wastewater to the IWTF for further processing. The City would like to conduct structural evaluation and perform capacity upgrades that will ensure the longevity of IWWPS and also support any expansion of the system.
The industrial wastewater pump station improvements project will address structural issue by performing field inspection and testing as necessary at the IWWPS to determine the cause(s) of slab settlement and if it is indicative of compromised integrity of the structure as a whole. Based on findings, Harris and Associates will prepare technical memo and develop plans for structural modifications.
Furthermore, this project will also focus on increasing capacity of the industrial wastewater pump station. Harris and Associates will develop plans, specifications, and cost estimates for the retrofitting of the IWWPS with new pumps, associated piping, valves and controls to increase the existing capacity.
The industrial wastewater pump station project improvements will include the following tasks:
Project Management and Meetings
Condition Assessment of Concrete/Steel
Geotechnical Evaluation
Preliminary Design
Final Design
Bid Period Assistance
Design Support During Construction
A request for proposals (RFP) for interested engineering consulting firms was advertised for the industrial wastewater pump station as described above, and submittals were received from four firms. The firms submitting qualification/proposal statements were:
Wallace Group
Dudek
Shaaf and Wheeler Consulting
Carollo Engineers
Harris and Associates
The submittals were reviewed based on the following selection criteria listed in the RFP document:
Understanding of Scope of Work to be Done
Experience with Similar Kinds of Work
Quality of Staff for Work to be Done
Capability of Developing Innovative or Advanced Techniques Demonstrated Technical Ability
Based on these criteria, the review panel comprising of three City staff employees selected Harris and Associates as the top firm. Harris and Associates proposed total compensation for these services is $261,736.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The proposed project and agreement meet the City Council’s Strategic Plan Initiatives of Investment Strategies/Risk Management, and Operational Efficiencies.
DEPARTMENTAL COORDINATION:
This project will rely on coordination between the Wastewater Maintenance and Water, Waste and Energy (WWE) divisions in Public Works. WWE will oversee the overall execution of the Industrial Wastewater Pump Station Improvements project, while soliciting input from the Wastewater Maintenance.
FISCAL AND SUSTAINABILITY IMPACT:
The total estimated annual cost for the scope of work contained in the Professional Services Agreement is $261,736. A total of $2,035,000 have been reserved in CIP 5800.50.9009 to include professional services and implementation.
