BACKGROUND:
On June 23, 2020, by way of Resolution 21888, the Salinas City Council awarded the Salinas Municipal Airport, Airport Lighting Control and Management System (ALCMS); CIP No. 9198 (FAA AIP No. 3-06-0206-29), to Lee Wilson Company, Inc. (Lee Wilson) in the amount of $409,338.00.
The Base Bid included electrical demolition, ALCMS installation, and installation of new communications duct bank. Additive Alternative No. 1 included installation of Distributed Control and Monitoring Unit (DCMU) and generator Automatic Transfer Switch (ATS) connection. Additive Alternative No. 2 included electrical demolition and replacement of the existing homerun electrical duct bank.
The project is now complete and meets project plans, specifications and requirements. As per City policy, the project must be accepted City Council.
CEQA CONSIDERATION:
The City of Salinas has determined that the project is exempt (Categorical Exemption – CATEX) from the California Environmental Quality Act (CEQA) Guidelines (Section 15300, Class 1) as the project proposes the rehabilitation of an existing public facility (airport lighting system) that will not expand beyond the existing limits. This project will ensure the airport remains a safe operating facility as mandated by the FAA.
STRATEGIC PLAN INITIATIVE:
This project addresses the current City Council’s Goals of “Operational Efficiencies,” and “Investment Strategies/Risk Management.” DEPARTMENTAL COORDINATION:
The Public Works Department coordinated with the Finance Department and the Legal Department in administering contracts and funding for the construction phase of this project.
FISCAL AND SUSTAINABILITY IMPACT:
Project construction was funded with $518,043.00 (100%) from the Federal Aviation Administration.
