TITLE: CONTRACT WITH FIREFIGHTER INSPIRATION READINESS FOR FIREFIGHTER TRAINING RECOMMENDED MOTION:
A motion to approve a resolution authorizing the City Manager to execute a one-year professional services agreement with Firefighter Inspiration Readiness and Education, LLC for Incident Command System training for the Fire Department in the amount of $35,000.
RECOMMENDATION:
Staff recommends that City Council approve a Resolution authorizing execution of a professional services agreement with Firefighter Inspiration Readiness and Education, LLC from January 18 to December 31, 2022 for training of fire staff in the amount of $35,000.
EXECUTIVE SUMMARY
The Fire Department staff utilizes an Incident Command System (ICS) for emergency responses as the nationally adopted standard. All members of the Fire Department are required to attain some level of ICS certification associated to their rank, as such, not all members are trained to the same level. This training will be provided in conjunction with the roll-out of the Department’s updated policies and procedures manual to help new hires and newly promoted officers in the organization achieve excellence in their knowledge, skills, and abilities.
BACKGROUND:
The Salinas Fire Department, not unlike the fire service nationally, continues to encounter challenges in the recruitment, hiring and retention of firefighters. A ripple effect of this has been realized in a shortage of seasoned firefighters available and to promote into leadership ranks. This has prompted accelerated promotional timelines and the need to place current junior members in “acting assignments” to fill vacancies in the officer ranks.
Fire Department leadership recognizes these critical gaps and the need for succession planning and training at all ranks in the organization. It also realizes the value of consistency when training is backed-up by comprehensive policies and procedures as means to assure safety and limit risk to employees and the community.
Chief Anthony Kastros’ Firefighter Inspiration and Readiness is a respected fire service leader and developer of this comprehensive training program that is nationally recognized for its’ unique and thorough approach to incident management and officer development. By training every staff member identically through this program, the Department will continue to support its’ personnel by adequately preparing them to assume roles of leadership and the associated responsibilities.
The Fire Department currently has $35,000 of funds in Measure G set aside for payment of this consultant. To lessen the cost to the Salinas Fire Department, a portion of this training will be opened-up to other fire departments state-wide. As outside individuals enroll in this training, the consultant will charge them for their seats in the training. Revenue from these outside enrollments will subsequently lower the portion that the Salinas Fire Department will pay the consultant.
