TITLE: SALINAS MUNICIPAL AIRPORT RUNWAY 13-31 AND RUNWAY 8-26 REHABILITATION; CIP NO. 9275 (FAA AIP NO. 3-06-0206- 27) MAINTENANCE AND RESPONSIBILITY RECOMMENDED MOTION:
A motion to approve a Resolution that accepts the Salinas Municipal Airport Runway 13-31 and Runway 8-26 rehabilitation; CIP No. 9275 (FAA AIP No. 3-06-0206- 27) for maintenance and responsibility.
RECOMMENDATION:
Staff recommends that the Salinas City Council approve a Resolution accepting the Salinas Municipal Airport Runway 13-31 and Runway 8-26 rehabilitation; CIP No. 9275 (FAA AIP No. 3-06-0206- 27) for maintenance and responsibility.
BACKGROUND:
On September 18, 2018, by way of Resolution 21493, the Salinas City Council awarded the Salinas Municipal Airport Runway 13-31 and Runway 8-26 Rehabilitation; CIP No. 9275 (FAA AIP No. 3-06-0206-27), to Maxwell Asphalt, Inc. (Maxwell) in the amount of $1,165,824.32.
The project included: crack sealing, seal coating, and remarking of pavement on Runway 13-31. Additionally, the project included: Additive Alternative 1 – full depth reconstruction of a section of settled pavement on Runway 08-26; Additive Alternative 2 – rehabilitation of pavement on Taxiway D east of Runway 13-31; Additive Alternative 4 – rehabilitation of pavements on Taxiway J, Taxiway D, Taxiway G, Taxiway P, and Taxiway B.
Two change orders were issued throughout the project. Contract Change Order (CCO) 1 (Runway trench repair): While preforming work for Additive Alternative 1, the repair method was modified from installing low strength concrete to installing filter fabric and ¾” drain rock. The cost to change the repair from low strength concrete to fabric and drain rock was offset by non-performing an equal amount of low strength concrete ($0.00 no-cost CCO).
Contract Change Order 2 (Taxiway D subgrade repair): While performing Additive Alternative 2, approximately 1,000 square feet of subgrade below Taxiway D began to fail. The cost to over-excavate and bridge the poor subgrade was $3,700.00. This change order resulted in increasing Maxwell’s contract price by $3,700.00.
The project is now complete and meets project plans, specifications and requirements. As per City policy, the project must be accepted City Council.
CEQA CONSIDERATION:
The City of Salinas has determined that the project is exempt (Categorical Exemption – CATEX) from the California Environmental Quality Act (CEQA) Guidelines (Section 15300, Class 1) as the project proposes the rehabilitation of an existing public facility (airport runway pavement) that will not expand beyond the existing limits. This project will ensure the airport remains a safe operating facility as mandated by the FAA.
STRATEGIC PLAN INITIATIVE:
This item relates to the Salinas City Council’s Strategic Goal of “Investment Strategies/Risk Management” and ”Public Safety” DEPARTMENTAL COORDINATION:
The Public Works Department coordinated with the Finance Department and the Legal Department in administering contracts and funding for the construction phase of this project.
FISCAL AND SUSTAINABILITY IMPACT:
Project construction was funded with $1,160,916.00 from the Federal Aviation Administration, $43,250.00 from the Airport Enterprise Fund, $35,740.00 from the Airport Cabott & Forbes Account, and $50,000.00 Caltrans Division of Aeronautics, for a total project budget of $1,289,906.00. Change Order 2 resulted in increasing Maxwell’s contract by $3,700.00. An increase of $3,700.00 was issued through CCO 2, for a total construction cost of $1,293,606.00 ATTACHMENTS:
