DATE: FEBRUARY 1, 2022
DEPARTMENT: PUBLIC WORKS, FLEET AND FACILITIES
FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANANGER
TITLE: PURCHASE OF ONE 2022 FORD F-250 UTILITY BODY TRUCK RECOMMENDED MOTION:

It is recommended that City Council approve a resolution authorizing the direct purchase of one 2022 Ford F-250 Utility truck from Salinas Valley Ford at a total cost of $47,055.80.

RECOMMENDATION:

It is recommended that City Council approve a resolution authorizing the direct purchase of the truck from Salinas Valley Ford at a total cost of $47,055.80.

BACKGROUND:

Public Works continues replace dated and worn-out vehicle fleet and equipment. The F-250 will be utilized by our Facility Maintenance Division. They currently have only one utility body truck in their fleet. This creates a back log when we need to tow the scissor lift or pick up larger items. Pickup trucks do not allow for enough storage of hardware and tools. With the addition of a Senior position this truck will be utilized daily.

Salinas Valley Ford has the F-250 being built at the body builder (Scelzi) and will be available once completed at a total cost of $47,055.80. This vehicle is a truck that Salinas Valley Ford has in their possession. Currently, there is no option to price out a new, not in stock, F Series truck or to even compare to Sourcewell pricing. The only way to purchase is to purchase what exists on the vehicle lots. I did reach out to National Fleet Auto Group in Watsonville (Sourcewell) and there is no option to price any new trucks. They do not have any Ford F-250’s in stock. We are purchasing Fords due to fleet consistency. All our trucks with the exception of light compact or heavy are Ford.

The city can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. This purchase from Salinas Valley Ford satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code.

Council has the authority to approve these purchases under Municipal Code Section 12-27 – Exceptions (due to the nature of the purchase, low-bid based competition is not likely to serve the best interest of the city, yield the best value to the city, or result in the lowest price). There is no way to compare pricing due to the current vehicle shortage, but the pricing that has been giving aligns with older quotes for the same specifications.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The requested Council action directly relates to Council’s Strategic Plans or Goals of providing “Operational Efficiencies”. The purchase of the vehicle allows the Fleet and Facilities Divisions to maintain the city facilities and allow fleet to have a reliable service truck.

DEPARTMENTAL COORDINATION:

Fleet Maintenance, in coordination with Facilities determined that the F-250 meets their needs. The Finance Department will coordinate the purchase and title change.

FISCAL AND SUSTAINABILITY IMPACT:

Funds are appropriated and available in the Public Works Department’s Capital Projects Fund Fleet Service Trucks Vehicles account (5800.50.9123-66.5500).
