DATE: FEBRUARY 1, 2021
DEPARTMENT: FIRE
FROM: MICHELE VAUGHN, FIRE CHIEF
TITLE: AMENDEMENT NO. 2 TO THE PARAMEDIC SERVICE

PROVIDER AGREEMENT BETWEEN THE COUNTY OF MONTEREY AND THE CITY OF SALINAS RECOMMENDED MOTION:

A motion to approve a resolution authorizing the City Manager to sign an amendment extending the Paramedic Service Provider Agreement with the County of Monterey for a period of six months.

RECOMMENDATION:

Staff recommends approval of this extension to allow additional time for both parties to forge a more comprehensive and mutually beneficial agreement and ensure the continuity of first-responder paramedic services in the City of Salinas.

BACKGROUND:

The City of Salinas Fire Department has been providing first-response paramedic services to the City of Salinas and surrounding areas since 1987. We were the first city in Monterey County to provide such services to its residents. These services were provided through a signed agreement between the City of Salinas and County of Monterey, as required by California Code of Regulations, Title 22, Section 100168(b)(4).

On July 31, 2018, the County of Monterey and the City of Salinas entered into an agreement for the provision of paramedic services in the County of Monterey from July 31, 2018 to January 31, 2020. On February 13, 2020, the County and the City executed an amendment to the original agreement extending the agreement for a two-year period from January 31, 2020 to January 31, 2022.

Monterey County Emergency Medical Services Authority has indicated that they are not willing to extend the existing agreement without the proposed amendment.

DISCUSSION:

The City of Salinas Fire Department is extending this agreement six months to allow both the City and the County to devise better terms and create a more complete and comprehensive agreement. The Fire Department is currently collaborating with County Emergency Medical Services Authority to complete a draft agreement for approval by the City Council and the Board of Supervisors.

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

This project exemplifies and supports the following City Council goals:

Safe Livable Community
Quality of Life
FISCAL AND SUSTAINABILITY IMPACT:

There is no fiscal impact for this agreement.
