A RESOLUTION OF THE CITY OF SALINAS CITY COUNCIL APPROVING A AGREMENT FOR SERVICES WITH JAYSON F. CARDINALLI, AN INDIVIDUAL DOING BUSINESS AS CLEAN BROTHERS FOR FY 2021-2022 WHEREAS, Homelessness is a serious and ongoing problem in the City of Salinas (City) and requires support among the City for the preservation of public peace, health, and safety of our community; and WHEREAS, many homeless encampments in the City do not have access to restroom facilities that provide basic human sanitation needs; and WHEREAS, Clean Brothers has been providing portable toilets with attached hand wash stations at homeless encampments City-wide since the COVID-19 pandemic started in March 2020, which is a health and safety recommendation provided by the Center for Disease Control (CDC) to reduce the spread of COVID-19; and WHEREAS, Funding for this agreement will be from the United States Housing and Urban Development (HUD) Emergency Solutions Grant Cares Act (ESG-CV) grant, which was approved by City Council on June 23, 2020 through a Substantial Amendment to the FY 2019-2020 Annual Action Plan; and WHEREAS, The City has been working with the Monterey County Health Department to enter into an agreement for additional Whole Person Care (WPC) funding, and the County may reimburse up to $100,000 in sanitation expenses from Clean Brothers; and WHEREAS, the City intends to utilize $100,000 from ESG-CV, to fund this Agreement for Services for the term of January 1, 2022 to June 30, 2022 in an amount not to exceed $100,000; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Salinas that it hereby authorizes and directs the City Manager or designee, for and on behalf of the City of Salinas, to execute this Agreement for Services along with any amendments, contracts or related documents that are deemed necessary to carry out the terms and conditions as set forth in this Agreement for Service as presented to the City Council on this date.
