TITLE: SALINAS STRATEGIC PLAN 2022-2025
RECOMMENDED MOTION:
No action. This report presents information to the City Council regarding the Salinas Strategic Plan for 2022-2025.
RECOMMENDATION:
No recommendation is provided since this Report is presented for informational purposes only. The Strategic Plan is intended to guide the priorities of the City Council for FY 2022-2025.
EXECUTIVE SUMMARY:
On December 4, 2021, the City Council held a Strategic Planning Session at the El Gabilan Library from 8:00 a.m. to 3:30 p.m. The City Council engaged in an all-day workshop with a focus on communication, teambuilding and good governance practices with the goal developing a new strategic goals and priorities. The City retained Management Partners facilitators Nancy Hetrick and Magda Gonzalez to assist the Council in creating a vision, establish shared values and overarching goals and strategies. The Strategic Plan is intended to serve as a roadmap for Council and staff for the next three years.
BACKGROUND:
The City Council identified the following Strategic Goals and key strategies. The Strategic Plan, included as an attachment, include a complete list of the strategies identified for each goal.
Economic Development
Implement the Alisal Vibrancy Plan
Support and engage small, large, and entrepreneurial business Promote Salinas as a desired destination for business
Affordable Housing
Pursue housing development opportunities that align to Specific Plan Identified opportunities for workforce and farmworker housing Evaluate updates to the inclusionary housing ordinance
Infrastructure and Environmental Sustainability
Improve the condition of local streets
Improve the urban canopy
Adopt a Climate Action Plan
Public Safety
Emphasize community policing strategies and crime prevention through regular interactions with residents and business owners Consider environmental design factors for improved public safety Hire locally for public safety positions
Youth and Seniors
Ensure diverse opportunities for youth and senior recreational supportive programs Establish a youth commission
Evaluate possibility of building a community/multiuse facility Effective and Culturally Responsive Government
Establish an Equity Plan
Address staffing capacity and succession planning concerns Invest in Training and development opportunities to build skills and capacity CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378). If future CEQA considerations are required for specific Strategies, staff will evaluate and bring forth for Council consideration.
STRATEGIC PLAN INITIATIVE:
This report establishes a new Strategic Plan document setting new goals and priorities for 2022-2025.
DEPARTMENTAL COORDINATION:
The Salinas Strategic Plan document focuses on all areas of city government and will require cross-departmental coordination as key strategies are implemented.
FISCAL AND SUSTAINABILITY IMPACT:
Financing for strategies on the Strategic Plan will be budgeted within each Department’s operation and capital improvement budgets. When individual projects bring an unforeseen, non-budgeted cost or a specific large cost into the picture, an action item will be presented to Council for consideration and approval.
