DEPARTMENT: HUMAN RESOURCES
FROM: Marina Horta-Gallegos, Human Resources Director TITLE: Modification to the Classification – Salary Schedule RECOMMENDED MOTION:
It is recommended that the City Council approve a Resolution modifying the Classification – Salary Schedule to reflect the Criminalist classification that has been added to the Association of Management Personnel of Salinas (AMPS) unit and removed from the Salinas Police Officers Association (SPOA) unit. Additionally: adjust the Classification – Salary Schedule to include the previously authorized Senior Code Enforcement Officer classification and include the classification of Accountant (temporary).
RECOMMENDATION:
Staff recommends that the City Council approve the attached Resolution modifying the Classification – Salary Schedule to reflect that the Criminalist classification has been added to the AMPS unit and removed from the SPOA unit and includes the classifications of Senior Code Enforcement Officer and Accountant (temporary).
BACKGROUND:
The Criminalist classification has been in the Salinas Police Officers Association (SPOA) unit since approximately 1987. During labor negotiations with the SPOA in 2021, the City and the unit agreed to remove this classification from the SPOA unit when the position became vacant. The City retained the services of Regional Government Services to conduct a study of the position and identify sworn and non-sworn functions of the position. Following the study, a revised job description was developed that narrowed the duties to the day-to-day activities of the crime laboratory and collection, examination, and analysis of crime scene evidence, in addition to supervision non-sworn staff assigned to the laboratory. The sworn functions of the position were removed.
The civilianization of this classification is consistent with the recommendations of the Salinas Plan. The salary range for this position remains at $49.0585 – $62.6163 and falls within the scope of the representation unit of AMPS.
Additionally, staff recommends the addition of the Senior Code Enforcement Officer classification to the Classification – Salary Schedule which was previously approved through the budget process for FY 21-22; and include the temporary classification of Accountant for the Finance Department.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
STRATEGIC PLAN INITIATIVE:
The proposed action meets the Operational Efficiencies Council goal and is consistent with the Salinas Plan recommendations.
DEPARTMENTAL COORDINATION:
The Human Resources Department coordinated with the Police and Finance Departments in this effort.
FISCAL AND SUSTAINABILITY IMPACT:
The regular positions of Criminalist and Senior Code Enforcement Officer are budgeted. No additional fiscal impact is anticipated. The temporary Accountant position will be funded using temporary funds while funds are available.
