DEPARTMENT: PUBLIC WORKS, FLEET AND STREET MAINTENANCE FROM: DAVID JACOBS, PUBLIC WORKS DIRECTOR
BY: RONALD PATTERSON, FLEET MAINTENANCE MANANGER
TITLE: PURCHASE OF ONE 2022 FORD F-350 UTILITY BODY TRUCK AND TWO F-350 4X4 STANDARD CREW TRUCKS RECOMMENDED MOTION:
It is recommended that City Council approve a resolution authorizing the direct purchase of one 2022 Ford F-350 Utility truck from Salinas Valley Ford at a total cost of $60,159.68 and two 2022 F-350 crew cabs at a cost of $46,644.80 each totaling $93,289.60 for a combined cost of $153,449.28.
RECOMMENDATION:
It is recommended that City Council approve a resolution authorizing the direct purchase of the trucks from Salinas Valley Ford at a total cost of $153,449.28.
BACKGROUND:
Public Works continues replace dated and worn-out vehicle fleet and equipment. Fleet maintenance will replace the 1996 Fleet Service Truck with the F-350 Utility body. This truck is used daily to pick up and drop off Police fleet vehicles and perform repairs off site as needed at the police station as well as service calls on the city-wide fleet. The current truck is over 25 years old. Being our only vehicle of this kind, it is imperative that we replace it before we have any major component failures.
The two F-350’s will go to replace a 1996 E-250 Econoline van and supplement a 2014 G Series Van which normally is used by the graffiti crew to paint. The Econoline van that will be replaced, is used daily towing a trailer to pick up trash with a crew of personnel. This new truck will better handle the towing that is required daily. The Econoline van has had three transmissions installed due to the nature of its use. The G van also tows a trailer and will be replaced by the F-350 allowing the G van to be utilized for graffiti abatement as it was originally intended. These trucks will both be interchangeable as needed and will allow crews to travel as a unit to accomplish a task. Four wheel drive was chosen due to the various locations these vehicles go to pick up trash.
Salinas Valley Ford has the F-350 being built at the body builder (Scelzi) and will be available once completed at a total cost of $60,159.80 and the F-350 Crew Cabs can be procured at an individual cost of $46,644.80. Currently, there is no option to price out a new, not in stock, F Series truck or to even compare to Sourcewell pricing. The only way to purchase is to purchase what exists on the vehicle lots and what dealers had in their ordering system. I did reach out to National Fleet Auto Group in Watsonville (Sourcewell) and there is no option to price any new trucks. They do not have any Ford F-350’s in stock with Scelzi Upfits. We are purchasing Fords due to fleet consistency. All our trucks except for light compact or heavy are Ford.
Fleet understands the need to move toward a greener fleet. There currently is not a solution for hybrid or full EV vehicles of this nature from an original equipment manufacturer.
The City can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. This purchase from Salinas Valley Ford satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code.
Council has the authority to approve these purchases under Municipal Code Section 12-27 – Exceptions (due to the nature of the purchase, low-bid based competition is not likely to serve the best interest of the city, yield the best value to the city, or result in the lowest price). There is no way to compare pricing due to the current vehicle shortage, but the pricing that has been giving aligns with older quotes for the same specifications.
