A RESOLUTION OF THE SALINAS CITY COUNCIL ESTABLISHING 125 FEET OF “NO STOPPING” RED ZONES AT THE INTERSECTION OF PACANA CIRCLE AT NOGAL DRIVE, 70 FEET OF “NO STOPPING” RED ZONES RIDER AVENUE AT LAS CASITAS DRIVE, AND 50 FEET OF “NO STOPPING” RED ZONES AT THE INTERSECTION OF DEL MONTE AVENUE AT ATLANTIC STREET WHEREAS, Staff received requests from residents to evaluate sight lines at the intersections of Pacana Circle at Nogal Drive, Rider Avenue at Las Casitas Drive, and Del Monte Avenue at Atlantic Street; and WHEREAS, Staff conducted an intersection sight distance analysis and is recommending a total 125 feet of “No Stopping” red zones at the intersection of Pacana Circle at Nogal Drive (see Attachment 1), 70 feet of “No Stopping” red zones at the intersection of Rider Avenue at Las Casitas Drive (see Attachment 2) and 50 feet of “No Stopping” red zones at the intersection of Del Monte Avenue at Atlantic Street t (see Attachment 3) to provide sufficient intersection sight triangles; and WHEREAS, on December 9, 2021, the Traffic and Transportation Commission voted unanimously (4-0) to recommend to City Council the approval of establishing a total of 125 feet of “No Stopping” red zones at the intersection of Pacana Circle at Nogal Drive; WHEREAS, on February 10, 2022, the Traffic and Transportation Commission voted unanimously (7-0) to recommend to City Council the approval of establishing a total 70 feet of “No Stopping” red zones at the intersection of Rider Avenue at Las Casitas Drive, and 50 feet of “No Stopping” red zones at the intersection of Del Monte Avenue at Atlantic Street; and WHEREAS, the City of Salinas has determined that the implementing the parking restrictions is exempt from the California Environmental Quality Act (CEQA) Guidelines (Section 15301, Class 1). The project consists of the operation, repair, or minor alteration of public streets involving no expansion of use. There would be no significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the Salinas City Council hereby approves the establishment of 125 feet of “No Stopping” red zones at the intersection of Pacana Circle at Nogal Drive, 70 feet of “No Stopping” red zones at the intersection of Rider Avenue at Las Casitas Drive and 50 feet of “No Stopping” red zones at the intersection of Del Monte Avenue at Atlantic Street.
