A RESOLUTION APPROVING THE HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR 2021 AND AUTHORIZING SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF PLANNING AND RESEARCH WHEREAS, Section 65400 of the California Government Code requires the City to file a Housing Element (HE) Annual Progress Report (APR) addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies; and WHEREAS, the HE APR for 2021 was prepared and must be submitted to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1, 2022; and WHEREAS, the City of Salinas adopted the 2015-2023 General Plan Housing Element in 2015 and was certified by HCD in 2016; and WHEREAS, the HE APR accurately reflects the City’s progress in implementing the goals and policies of the 2015-2023 General Plan Housing Element; and WHEREAS, the City Council has confirmed that the HE APR is not a project as defined by CEQA Guidelines Section 15378 and, therefore, no environmental assessment is required; and WHEREAS, on March 2, 2022, the Planning Commission adopted a Resolution recommending that the City Council approve the HE APR for 2021 and authorize its submittal to the State HCD and OPR; and WHEREAS, on March 22, 2022, the City Council held a public meeting to review and approve the 2021 HE APR; and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF SALINAS that the City Council hereby approves the 2021 HE APR and finds that the report accurately reflects the City’s progress in implementing the 2015-2023 General Plan Housing Element; and NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or his designee to submit the attached 2021 HE APR to HCD and OPR as required by statute.
