2016 Due to the COVID-19 Pandemic , the City prioritized covid-related activities and funding and opted to place its housing rehabilitation assistance program on hold.
The City is currently evaluating options that will allow for reestablishment of a residential rehabilitation assistance program that would focus on emergency health and safety repairs, would increase availability to more residents, and would help to stabilize the loss of housing stock. H-6. Preservation of At-Risk
Housing
Prioritize the status of at-risk units through
contacts with the property owner(s).
Ongoing Section 3.7.4 of the Housing Element identified six proj ects with potential expiration of rent subsidies. The City is available to explore alternatives with at-risk properties on a case-by-case basis. In 2021, no multi-family affordable projects regulated by the City of Salinas' Inclusionary Ordinance, Density Bonus, PLHA, HSA (coul d also include SRA and SERFA loans), HOME and/or CDBG programs lost anffordability period.
In 2021, Interim Inc, a non-profit developer, opted to demolish Soledad House, an 8- bedroom house developed with HOME funds. The existing affordabi lity restrictions placed on the original development, Soledad House, werer transferred to the new 11- unit affordable housing developmen t, now known as Sun Rose Apartments.
H-6. Preservation of At-Risk
Housing
Encourage participation of nonprofit
housing developers to acquire and
preserve at-risk units.
Ongoing The City is available to explore alternatives with at-ri sk properties on a case by case basis. In 2021, the City issued its annual NOFA for developers to pursue CDBG , HOME and PLHA Funds. From this NOFA, the Parkside Manor - Phase I project was awarded HOME and PLHA funds, which enabled the Housing Authority of the County of Monterey to preserve affordable units. This proposed project wi ll involve the demolition of 88 onsite units and building 160 new affordable units in two phases. Phase I of this project will built 80 units, and this project was in construction in 2021. It is projected that this project will be completed in 2022.
H-6. Preservation of At-Risk
Housing
Work with property owner(s) intending to
opt out of the affordability covenants to
ensure tenants receive adequate notice.
Ongoing On a case by case bases , the City will collaborate with partner agencies and developers when a development is going to lose the affordability restrictions so that tenants receive advance notices and fair housing assistance . In 2021, the City had no knowledge of any affordable developmen t that serve notices to tenants due to losing its affordability restrictions. Additionally, the City created a more robust fair housing program by hiring a four-year Limited-Term Community Development Analyst and continuing to collaborate with Eden Council for Hope and Opport unity (ECHO) and the Watsonville Law Center (WLC).

In 2021, the City created a more robust fair housing program by hiring a four-year Limited-Term Community Development Analyst that will serve as navigator between the residents/landlords and ECHO and WLC. With this new collaborati on, the City will be better equipped to assist new owners and existing residents to ensure their legal rights are protected when a 60 days of notice of inten t to convert at-risk units to market rate rents is served.
H-7. Historic Resources Promote tax credits available for histo ric preservation through a Mills Act program
Ongoing The City Counc il approved the Mills Act Program Ordinance for designated historic properties for five years in 2016 and will be in effect until 2022. The City continued to promote the tax savings program to property owners through different channels yet in 2021, there were no projects that took advantage of the Mills Act.
H-7. Historic Resources Provide technical assistance to propert y owners, and help identify grant and funding
opportunities, when available for
preservation and rehabilitation activities.
Ongoing The City’s Historic Resources Board (HRB) Coordinator is available to provide information to owners of historic properties and responds to in quiries. The HRB Coordinator promoted tax saving opportunities (Mills Act Program) and other grant sources to property owners when available. The City will continue to look and identify grant funding opportunities to assist with preservation and reh abilitation of historic properties.
H-8. Inclusionary Housing Complete update to the Inclusionary Housing Ordinance and nexus study by
2016.
2016 The updated Inclusionary Housing Ordinance, Guidelines and residential Nexus Study were completed in 2017. The new Inclusionary Housing Ordinance and Guidelines are posted in the City's website. In 2021, with the approval of the West and Central Area Specific Plans, the City has seen an uptake in projects that wi ll trigger the Inclusionary Housing Ordinance.
