EXECUTIVE SUMMARY:
The Police Department and the Public Works Department have identified the need to supplement traffic safety infrastructure projects with targeted traffic enforcement to achieve behavior change. The Public Works Department would like to dedicate $99,161.06 of the $6 Million in American Rescue Plan Act (ARPA) Street Repair and Traffic Safety funds toward the purchase of two fully equipped police motorcycles to be used by the Police Department’s Traffic Unit. The Police Department will dedicate Officers to perform targeted traffic enforcement in identified areas of concern, including areas recommended for traffic-related infrastructure improvements.
BACKGROUND:
On November 16, 2021, the City Council approved $6 Million of American Rescue Plan Act (ARPA) funds to be dedicated to Street Repair and Traffic Safety. Public Works will be funding infrastructure projects to support traffic safety but also believes traffic enforcement is one of the most effective methods of achieving behavior change. To support increased traffic enforcement in designated areas of concern, Public Works plans to utilize $99,161.06 of the ARPA Traffic Safety funds toward the purchase of two fully equipped police motorcycles. With these new motorcycles, the Police Department has committed to partnering with Public Works to perform targeted traffic enforcement activities in identified areas of concern.
The current motorcycle platform for the Police Department is the BMW R 1250 RT-P Police Model. The BMW was selected as the new platform in 2020 due to its proven reliability, superior performance, and lower maintenance costs when compared to Harley Davidson, the alternate model of police motorcycle. The Michigan State Police conducts rigorous testing of police vehicles every year, including motorcycles. The BMW was the top-rated police motorcycle tested. The Michigan State Police test report states, “The ability of a motorcycle to stop is considered its most important safety feature and the R 1250 RT-P continues to lead the industry.” The BMW has several features and characteristics that make it a safer and more effective motorcycle. The acceleration, braking and handling of the BMW far surpasses the capabilities of the Harley. These features translate to a safer ride for our Officers. The greatest difference is the braking capabilities of the BMW. The most important part of training for motorcycle officers is proper braking and shortening the braking distance as training progresses. The ABS system and other technology on the BMW surpasses all other police motorcycles.
Long Beach BMW Motorcycles holds the California Statewide Contract for provision of BMW Police Motorcycles, though the State Contract is for the California Highway Patrol (CHP) version of the motorcycle which has a significantly different configuration so costs are not exactly comparable. However, in April 2021 Long Beach BMW Motorcycles did bid for and win the contract to provide police motorcycles for the Los Angeles County Sheriff’s Department (LASD). The LASD configuration is very similar to that used by Salinas Police Department and Long Beach BMW is willing to provide motorcycles to Salinas Police Department at the same contract price. There is no local vendor for BMW police motorcycles, but we did receive a quote from a BMW Dealership in the Bay Area who also provides and upfits police motorcycles. That alternate quote was 26.7% higher than the quote provided by Long Beach BMW. Additionally, Long Beach BMW will install many of the separately purchased emergency equipment for no additional cost. Given the lower cost and their extensive experience providing police motorcycles, the Salinas Police Department has selected Long Beach BMW as the vendor for police motorcycles.
The total cost of two 2022 (or 2023) BMW R 1250 RT-P Police Model motorcycles through Long Beach BMW will be $67,867.46. In addition to the motorcycles, the department will be purchasing two radios, antennas and associated radio equipment from Motorola for a total cost of $19,533.30. The radio helmet interfaces will be purchased from Setcom for a total cost of $2,913.97. Radar equipment will be purchased from Stalker Radar for total cost of $8,123.83. Finally, vehicle decals and signage will be purchased from Snow Signs, or an alternate vendor, for costs not to exceed $722.50.
Based on the facts in this report, the Police Department wishes to purchase two Police Motorcycles and associated radio equipment for sworn police officers through the vendors identified above for a total cost not to exceed $99,161.06. City council has the authority to approve this direct purchase under Salinas Municipal code Section12-27 and without application of the local purchasing preference pursuant to Salinas Municipal Code Section 12-28.080.
