RESOLUTION RECOMMENDING THAT THE CITY COLINCIL APPROVE THE HOUSING ELEMENT ANNUAL PROGRESS REPORT FOR 2021 AND AUTHORIZE ITS
SUBMITTAL TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMML]NITY DEVELOPMENT AND THE GOVERNOR'S OFFICE OF PLANNING AND
RESEARCH
WHEREAS, a Housing Element Annual Progress Report for the Year 2021 was prepared and must be submitted to the Department of Housing and Community Development (HCD) and the Govemor's Offrce of Planning and Research (OPR) by Aprll 1,2022; utd WHEREAS, the City of Salinas-adopted the Ciiy of Salin as 2015-2023 Housing Element in 2015; and
WHEREAS, the Housing Element Annual Progress Report accurately reflects the City's progress in implementing the goals and policies of the General Plan and Housing Element; and WHEREAS, the Planning Commission has confirmed that the Housing Element Annual Progress Repo( is not a project as defined by CEQA Guidelines Section I 5378 and, therefore, no environmental assessment is required; and
WHEREAS, on March 2, 2022, the Planning Commission held a public meeting and reviewed the 2021 Housing Element Annual Progress Repo(.
NOW, THEREFORE, BE IT RESOLVED by the Salinas Planning Commission that the Commission hereby determines that the Annual Housing Element Progress Report for 2021 (Exhibit 1) accurately reflects the City's progress in implementing the Housing Element; and BE IT FURTHER RESOLVED by the Salinas Planning Commission that the Commission recommends that the Salinas City Council approve the Housing Element Annual Progress Report for 2021 and direct staff to submit the subject document to the State of Califomia Department of Housing and Community Development and the Govemor's Office of Research as required by statute.

WHEREAS, Section 65400 of the Califomia Government Code requires the City to file an annual report addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies; and

THIS IS TO CERTIFY that the foregoing is a full, true, and correct copy ofa Resolution of the Planning Commission of the City of Salinas, that said Resolution was passed and approved by the affirmative and majority vote of said Planning Commission at a meeting held on March 2, 2022, and that said Resolution has not been modified, amended, or rescinded, and is now in full force and effect.
