Staff requests comments and direction on Council budget priorities.
EXECUTIVE SUMMARY:
The budget process is designed to efficiently and effectively receive and incorporate community input, allow staff to prepare and present a proposed budget, and allow the City Council time to review and direct staff on the budget prior to bringing the final budget back for adoption. For this administrative report, the Director of Finance will provide an overview of the budget process, an overview of the components of the budget, the results of the community budget survey and recent community budget meetings, and information regarding how the public may provide input on budget priorities and be engaged in the budget process.
BACKGROUND:
Although development of the Fiscal Year 2023 budget began in February, City staff released a community budget survey in December 2021. In addition, staff conducted three community meetings in February 2022, which, due to public health concerns related to the COVID-19 pandemic, were held virtually. Below are the opportunities staff has afforded the community to communicate their priorities and be engaged in the budget process:

Not a Project. The City of Salinas has determined the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
