DISCUSSION:
On Tuesday, March 17, 2020, the City of Salinas declared a local emergency in efforts to limit the impacts and exposure of the COVID-19 Pandemic. Since that time, the City’s top priority has been to mitigate the risks to our residents’ health and safety during the pandemic.
On March 11, 2021, President Biden signed the American Rescue Plan Act, which will provide the City with a total of $51,567,313 in relief funds. The City has received the first half of these funds, with the second half coming in May/June 2022.
On September 14, 2021, staff brought forward to Council a plan to allocate these resources to the four government service expenditure areas of public facilities, public infrastructure, investments in water and sewer, and homeless. At the meeting, City Council made changes to the proposed plan. These changes were reflected in the subsequent appropriations.
On November 16, 2021, Council approved a resolution authorizing 1) establishment of a fund named “American Rescue Plan Act (ARPA) Fund”; 2) transfer of $25,783,656.50 from the Special Construction Assistance – Federal and State Fund to the American Rescue Plan Act (ARPA) Fund; 3) establishment of appropriations totaling $51,567,313 in accordance with the Salinas Recovery Plan under the American Rescue Plan Act (ARPA) of 2021 previously approved by City Council; and 4) an American Rescue Plan Act (ARPA) Fund revenue budget of $25,783,656.50, representing the first half of the City’s share and the total amount received by the City to date. During the November 11th meeting, staff stated it would provide Council appropriation detail for the projects and programs approved by the City Council for the Salinas Recovery Plan under the American Rescue Plan Act (ARPA) of 2021, which is now provided with this report.
