Dear Mr. Frus:
We are writing to provide you with a proposal and cost estimate to complete the activities needed to achieve regulatory case closure for the two leaking underground storage tank sites in downtown Salinas. As you know th e Regional Water Quality Control Board (RWQCB) in their letter dated June 7, 2021, indicated that they have no further requirements for investigation and cleanup and will close the cases once the mon itoring wells have been properly destroy ed and all investigation- derived wastes have been removed and properly disposed of.
Our proposed workscope consists of the following tasks:
1. Task 1 – Permitting and Project Coordination: This will involve obtaining Monter ey County well destruction permits for the thirteen monitoring wells along with City of Salinas encroachment permits for the wells located in City right of way. The well locations will be marked for Underground Service Alert utility locating. We will coordinate the destruction work with contactors, agencies and affected private parties.
2. Task 2 – Well Destruction: The thir teen monitoring wells will be destroyed by a combination of overdrill and pressure grouting methods as dictated by Monterey County.
Three locations will require traffic control.
3. Task 3 – Waste Removal: All investigation -derived waste including drill cuttings, purge water and gasoline product will be profiled and transported to properly licensed facilities for disposal or recycling.
4. Task 4 – Reporting: The results of the activities will be reported to the RWQCB
Our estimated budget to complete these activities is approximately $78,000. Exhibit A, attached, provides detail on the anticipated costs.
