It is recommended that City Council approve a resolution authorizing the direct purchase of the equipment at a total cost of $163,074.84.

BACKGROUND:

Public Works continues replace dated and worn-out vehicle fleet and equipment. The Toyota Tacoma 4x4 double cab in this report will be used by the Community Development Department. The Housing & Community Development Division is requesting one additional mid-size crew cab truck to facilitate its Street Outreach and Response Team activities and assist with scheduled City Health and Safety Day activities.  The vehicle will serve as a primary mode of transportation for SORT staff to various encampment sites and will also be used to access encampments in rough terrain, distribute health and safety provisions, and assist with the transportation of residents and their belongings to transitional housing opportunities and temporary storage facilities.

Salinas Toyota has the 2022 Toyota Tacoma truck at a total cost of $38,096.79. The state contract base price from Freeway Toyota is $35,150.64. Salinas Toyota is above the state pricing but is within the 10% local preference at 10.8% when you remove the extra keys that Freeway quoted. Salinas Toyota provides a lifetime powertrain warranty free of charge. The state contract does not. Salinas Toyota expects this vehicle to arrive in April. Whereas the vehicle from Freeway Toyota will have to be ordered.

Street Maintenance is requesting the Toyota Tacoma 4x2 SR base. This is fleets standard small truck. This truck will be used daily to perform Under Ground Service alerts. The city gets multiple requests daily and has a limited time in which to perform the service. This truck will replace an old Izusu pickup that has been previously auctioned due to age.

Salinas Toyota’s base cost is $26,448.00. The State Contract price for base is $24,749.00. This is within the 10% local preference. The total cost from Salinas Toyota is $29,041.05. Salinas Toyota provides lifetime powertrain warranty.

Street Maintenance is further requesting an attachment to the skid steer. This attachment will remove asphalt lines and markings. This will make remarking much faster. The attachment will remove 25” wide strip. This is currently done with a small walk behind machine that is 12” wide and powered with a small engine. The attachment can also profile concrete and asphalt joining.

This attachment will be procured through Keystone Engineering. We have opted for the diamond cutting tools which extends the lift 50 times. There is more upfront cost but will save in labor and total cost over the lift of the unit. Total cost is $52,550.00.

Maintenance Services is requesting a tool that can help clean sidewalks. After doing some research it was concluded that the Landa ECOS-7000 would fit our need best. This trailer towed unit will Used heated and pressurized water to clean. It vacuums the water meeting our NPDES requirements. It takes the vacuumed water and filters it for use again. This will reduce water consumption versus conventional methods.

This unit from Always Under Pressure has a total cost of $43,387.00.

Council has the authority to approve these purchases under Municipal Code Section 12-25 -Exceptions (cooperative purchasing with other governmental agencies) and Section 12-27 – Exceptions (due to the nature of the purchase, low-bid based competition is not likely to serve the best interest of the city, yield the best value to the city, or result in the lowest price).

The city can utilize cooperative purchases with other government agencies. Local businesses are given the opportunity to compete against these contracts. This purchase from Salinas Toyota satisfies the purpose and requirements of Article III-A, Local Purchasing Preference of the Salinas Municipal Code by being within ten percent of the State Contract.
