DATE: April 12, 2022
DEPARTMENT: HUMAN RESOURCES
FROM: Marina Horta-Gallegos, Human Resources Director TITLE: MODIFICATION TO THE CLASSIFICATION – SALARY SCHEDULE AND WORKFORCE ALLOCATION ADJUSTMENT RECOMMENDED MOTION:

It is recommended that the City Council approve a Resolution modifying the Classification – Salary Schedule to reflect the addition of an Inspection Services Manager and Property/Evidence Supervisor and retitling the existing Evidence Technician classifications to Property/Evidence Technician and Senior Property/Evidence Technician. Lastly, the Community Development Department requests the addition of one Community Outreach Assistant (limited term) and to replace an approved Administrative Aide (limited term) with a Community Outreach Assistant (limited term) and adjustment of the workforce accordingly.

RECOMMENDATION:

Staff recommends that the City Council approve the attached Resolution modifying the Classification – Salary Schedule to reflect an Inspection Services Manager, Property/Evidence Supervisor, Senior Property/Evidence Technician, and Property/Evidence Technician. Additionally, staff recommends a workforce adjustment that includes two Community Outreach Assistants (limited term). One of these positions will replace a recently approved Administrative Aide (limited term) in the Housing Division of Community Development.

BACKGROUND:

The Inspection Services Manager and Property/Evidence Supervisor positions were approved through the FY 21-22 budget process. The retitling of the Evidence Technicians classifications provide consistency in position titling within the class series. All positions are currently vacant.

Additionally, the Community Development Department seeks to add an additional Community Outreach Assistant (limited term) to the Permit Services workforce. This position would be responsible for coordinating customer interface at the Permit Center, including conducting improvement surveys, assisting in the creation of workshops and information about permitting and housing services. This position will be a key liaison in helping improve customer services and access to Permit Services. The Department also seeks to replace a newly approved Administrative Aide (limited term) with a Community Outreach Assistant (limited term) that will be assigned to the Emergency Rental Assistance Program (ERAP).

CEQA CONSIDERATION:

Not a Project.  The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The proposed action meets the Effective and Responsive Government Council goal.

DEPARTMENTAL COORDINATION:

The Human Resources Department coordinated with the Police and Community Development Departments in this effort.

FISCAL AND SUSTAINABILITY IMPACT:

The Inspection Services Manager and Property/Evidence Supervisor positions are budgeted. No additional fiscal impact is anticipated. The Community Outreach Assistant will be funded out of the Permit Center Enterprise Fund and the Community Outreach Assistant assigned to the Housing Division will be funded through ERAP grant funds.
